Maģistra darba tēma ir “Sabiedrības līdzdalība valsts pārvaldes iekšlietu nozarē no labas pārvaldības principa aspekta”. Bieži vien dzirdēts viedoklis, ka valsts pārvaldes iestādes netiek galā ar tām noteiktajām funkcijām un uzdevumiem, tāpēc kā labs risinājums būtu “nodot” funkciju izpildi sabiedrības rokās. Lai noskaidrotu šāda scenārija ietekmi uz sabiedrību, Autors ir apzinājis tiesiskas valsts elementus un tā kopsakarību ar labas pārvaldības principu, aplūkojis valsts uzdevumus sabiedrības drošības un miera sargāšanā, kā arī ieskicējis potenciālos ieguvumus un zaudējumus, ja sabiedrība aktīvi līdzdarbotos iekšlietu nozarē. Darba mērķis ir noskaidrot, vai sabiedrībai vajadzētu iesaistīties iekšlietu nozarē un, ja atbilde ir apstiprinoša, tad noskaidrot cik lielā mērā sabiedrības iesaiste būtu par labu pašai sabiedrībai. Darbā iekļauti secinājumi par sabiedrības līdzdalības iekšlietu nozarē ieguvumiem un zaudējumiem. The theme of the Master's thesis is “Public participation in the field of public administration’s interior field from the aspect of good governance”. There is often a perception that public administrations are not coping well with the functions and tasks assigned to them, so it would be a good solution to "hand over" the functions to the public. To clarify the impact of such a scenario to the society, the Author has identified the elements of the rule of law and its interrelation with the principle of good governance, looked at the state's tasks in safeguarding public security and peace, and outlined potential benefits and losses if society actively participated in the interior affairs sector. The aim of the work is to find out whether the public should be involved in the interior affairs sector and, if so, to find out to what extent public involvement would benefit society itself. The thesis includes conclusions on the benefits and losses of public participation in the interior affairs sector.
