Darbā “Likuma atrunas principa konkretizācija” tiek pētītas atziņas attiecībā uz darbā apskatāmo vispārējo tiesību principu saturu, skaidrojot, vai tās ir tiesību normu nepilnības, likuma piemērotāju izpratne, tiesiskuma kontrole vai arī sabiedrības tiesiskā apziņa un juridiskā kultūra, kas ir jāmaina, lai veicinātu demokrātiska procesa izpratni atbilstoši mūsdienu dabisko tiesību teorijas prasībām. Pētot likuma atrunas principa saturu un tā piemērošanu atbilstoši mūsdienu demokrātiskas tiesiskas valsts tiesiskās sistēmā pastāvošai tiesību izpratnei autors atklāj likuma atrunas principa kolīziju ar tiesiskuma principu un labas likumdošanas principu publisko tiesību jomā. Autors secina, ka likuma atrunas principa saturs un tvērums ir jāatklāj kopā ar citiem vispārējiem tiesību principiem un savstarpējā konflikta gadījumā ir jāveic minēto vispārējo tiesību principu savstarpēja līdzsvarošana. Theses titled “Concretizing the Principle of Lawful Basis” studies the topic of the findings of the content of the General Principles of Law to be discussed, explaining whether they are shortcomings in the legal norms, the understanding of law-makers, the Rule of Law, or the public's legal awareness and the legal culture that needs to be changed to promote a democratic understanding of the process according to the requirements of modern Natural Law Theory. While studies the content of the Lawful Basis Principle and its application to the existing legal understanding of the legal system of a modern democratic state, the author reveals a conflict of Principle of Lawful Basis with the Rule of Law and the Principle of Good Law in the field of Public Law. The author concludes that the content and scope of the Principle of Lawful Basis must be disclosed, along with other General Principles of Law and, in the event of conflict, mutual balancing of these General Principles of law must be carried out.
