Rīcībpolitikas izvērtēšana: jauniešu resocializācijas pasākumi Latvijā

Abstract

Bakalaura darba tēma ir ''Rīcībpolitikas izvērtēšana: jauniešu resocializācijas pasākumi Latvijā''. Darba aktualitāte pamatojama ar augsto atkārtoti pastrādātu noziegumu skaitu, joprojām augsto nepilngadīgu personu skaitu ieslodzījuma vietās un zemo pirmstermiņa atbrīvoto personu īpatsvaru, šāda statistika ir pamats bažām par sabiedrības drošību ilgtermiņā. Tādēļ, lai šo situācija risinātu, izstrādātas Resocializācijas pamatnostādnes 2015. – 2020. gadam (turpāk – Pamatnostādnes), kur šo problēmu risinājumi ietverti uzstādītajos uzdevumos. Darba autore īpaši izdala nepilngadīgo noziedzību, jo augstais nepilngadīgo noziedznieku īpatsvars radītu nelabvēlīgas sekas uz sabiedrībā pastāvošiem sociāliem, ekonomiskiem un politiskiem procesiem ilgtermiņā. Pētījuma mērķis ir noskaidrot, kādi ir deviantas uzvedības veicinoši faktori un ar kādām metodēm valsts cenšas mazināt nepilngadīgo noziedzību. Galvenajie pētījuma uzdevumi ir pieejamās teorētiskās literatūras apkopošana un analīze, galveno deviantas uzvedības veicinošo faktoru identificēšana, Pamatnostādnēs piedāvāto risinājumu analīze un ierosinājumu izstrādāšana. Lai atbildētu uz izpētes jautājumu, darbā izmantotā metodoloģija balstās politikas cikla modelī. Pētījuma teorētisko daļu veidos teoriju iztirzājums, kur nozīmīga uzmanība tiks veltīta tādiem pētniekiem kā Harolds Lasvels, Daniels Mazmanians, Pols Sabatjē, Feja Kuka un Veslijs Skogans. Darbā secināts, ka resocializācijas pasākumu klāsts nespēj pārklāt visus noziedzīgās uzvedības riskus un ir nepieciešams uzlabot ieslodzījumu vietu infrastruktūru, nepieciešams efektivizēt pārraudzības sistēmu un pārlūkot jaunu metožu ieviešanu.

The topic of Bachelor thesis is entitled ''Policy Evaluation: Youth Resocialization Measures in Latvia''. The focus of the work is based on the high number of recidivism rates, high number of juveniles in correctional facilities and the low early release rate, all above is substantial concern for long-term public safety. Therefore the Resocialization policy for the period 2015-2020 has been developed in order to address the these challenges by set of measures stated therein. The author of the thesis particularly distinguishes juvenile delinquency, since a high proportion of juvenile delinquencies would have an adverse effect on social, economic and political processes in society in the long-term. The aim of the Bachelor thesis is to identify the factors that promote deviant behavior and the methods by which the state seeks to reduce juvenile delinquency. The main tasks of the research paper are to summarize and analyze theoretical literature, to identify the main factors encouraging deviant behavior, to analyze the solutions proposed in the Resocialization policy and to propose new solutions. The methodology used in the Bachelor thesis is based on the policy cycle model. The theoretical part of the paper will consist of a discussion of theories, with a focus on researchers such as Harold Laswell, Daniel Mazmanian, Paul Sabatier, Fay Cook and Wesley Skogan. The main conclusion is that the range of resocialisation measures cannot cover all the risks of criminal behavior and it is necessary to improve the infrastructure of places of imprisonment, it is necessary to increase the efficiency of the monitoring system and to review the implementation of new methods.
