Darbs apskata Eiropas Savienības Baltijas jūras reģiona divējādas nozīmes preču eksporta kontroles integrāciju. Šīs jomas integrācija tika salīdzināta ar neofunkcionālisma un liberālās starpvaldības integrācijas teorijas modeļiem, lai noskaidrotu, kura no šīm teorijām labāk spēj paskaidrot divējādas nozīmes preču eksporta kontroles integrācijas procesu Eiropas Savienībā. Integrāciju teorijas modeļi tika pārbaudīti trīs aspektos, to spējā paskaidrot divējādas nozīmes preču eksporta kontroles integrācijas vēsturi, to spējā paskaidrot aktoru uzvedību pie pastāvošajām atšķirībām dalībvalstu likumdošanā un to spējā paskaidrot aktoru uzvedību pie atšķirībām riska uztverē starp dalībvalstīm. Lai novērotu aktoru uzvedību pie pastāvošajām atšķirībām dalībvalstu likumdošanām, tika pētīts vai aktori cenšas mazināt šīs atšķirības nacionālajā līmenī, kā to paredzētu liberālā starpvaldību teorija, vai pārnacionālajā līmenī, kā to paredzētu neofunkcionālisma integrācijas teorija. Lai izmērītu valstu risku uztveri, tika novērota divējādas nozīmes preču plūsma uz Krieviju un Ķīnu, pēc noteiktiem ģeopolitiskajiem notikumiem, kā piemēram Krimas aneksija un Dienvidķīnas jūras teritoriālā konflikta sākums. Darbā tiek secināt, ka neofunkcionālisma integrācijas teorija labāk spēj paskaidrot divejādas nozīmes preču eksporta kontroles integrāciju. Šīs teorijas modelis labāk paskaidroja šīs jomas integrācijas vēsturi, tas spēja paskaidrot aktoru uzvedību pie atšķirīgām likumdošanām starp dalībvalstīm, kā arī līdzīgo riska uztveri starp dalībvalstīm attiecībā pret Krieviju un Ķīnu. The paper examines the integration of European Union’s Baltic sea region’s dual-use goods export control. The integration of dual-use export control is compared to the processes predicted by neofunctionalism and liberal intergovernmentalism integration theories. To conclude which of these integration theories best describes actual integration process of dual-use goods export controls, the integration models derived from these theories were compared in three distinct domains – their ability to describe the history of dual-use goods export control integration, their ability to describe the behaviour of actors, when national laws differ between member states and the behaviour of actors, when member states have different risk perception. To observe the behaviour of actors, research was conducted to conclude if the actors tried to minimize the difference between member states on a national level, as predicted by liberal intergovernmentalism, or at the supranational level, as predicted by the neofunctionalism. To measure the risk perception of the member states, the differences in the trade flow to Russia and China, after certain geopolitical events, such as annexation of Crimean Peninsula and beginning of South China sea territorial dispute, was observed. The paper concludes that neofunctionalist integration theory better explains the actual integration of dual-use goods export control. Neofunctionalist integration theory could better explain the history of dual-use goods export control, as well as behaviour of actors when national laws differed between member states, and it was better suited to explain the lack of difference in risk perception between the member states towards Russia and China.
