Maģistra darbs veltīts publiskās pārvaldes reputācijas vadības tēmai. Pētījuma teorētisko bāzi veido Jaunās publiskās pārvaldes un publiskā sektora reputācijas teorijas. Darba novitāte saistāma ar reputācijas vadības aspektu pētīšanu iekšējās kontroles kontekstā. Pētījuma mērķis ir izpētīt publiskā sektora reputācijas teorijā aprakstītās reputācijas dimensijas kontekstā ar Latvijas publiskās pārvaldes iekšējās kontroles sistēmas regulējumu, Ādažu un Ķekavas novadu pašvaldību gadījumu analīzes ietvaros skaidrojot iekšējās kontroles sistēmas un informācijas un komunikācijas elementa ietekmi uz reputācijas vadību un pašvaldību stratēģisko mērķu un ilgtermiņa prioritāšu noteikšanu. Pētījuma rezultāti rāda – jo efektīvāk tiek nodrošināta informācijas un komunikācijas elementa funkcionēšana institūcijā, jo labāk tiek īstenota reputācijas vadība, tādējādi padarot reputācijas vadību par vērtīgu aktīvu publiskā sektora iestāžu mērķu sasniegšanai. This paper is devoted to the study of public sector reputation management. The theoretical part of the research is based on New Public Management theory and Public Sector Reputation theory. The novelty of research is characterized by studying the aspects of reputation management within the context of internal control. The paper analyzes how four dimensions of public sector reputation fit in the context of internal control system that is defined in the regulatory framework of Latvian Public Administration. Moreover, the paper seeks to explain the influence of the internal control system and, particularly, the information and communication element on reputation management and answer the question on how those aspects influence local governments and the ways they set their strategic goals and long-term priorities. Results show that the more effective is the functioning of the information and communication element in the institution, the better is the institution’s reputation management, thus making reputation management a valuable asset in order to achieve the goals of public sector institutions.
