Pirmsskolas izglītības iestādes pašvērtēšanas rezultātu izmantošana vadības procesos

Mūsdienās liela uzmanību tiek vērsta uz izglītības kvalitāti, tās izvērtēšanu. Pirmsskolas izglītības iestādēs aktuāls temats ir kļuvis pirmsskolas izglītības iestādes pašnovērtējuma ziņojums. Tam jābūt pieejamam katras pirmsskolas izglītības iestādes mājaslapā un jāatjauno katru gadu ar jaunāko informāciju. Līdz ar pašnovērtējuma ziņojumu radās problēma – neizpratne par tā pēkšņu nepieciešamību un ko ar to nākotnē iesākt. Kā obligāts dokuments pašvērtējums tika veikts bez apkārtējo darbinieku iesaistes un tiek publicēts pirmsskolas izglītības iestādes mājaslapā bez tā tālākas izmantošanas vadības procesos. Šādā veidā pašvērtējums zaudē savu jēgu, efektivitāti un lietderību. Maģistra darbam tika izvirzīts mērķis - analizēt vērtēšanas kritērijus, kas būtu jāiekļauj pirmsskolas izglītības iestādes pašnovērtējumā un piedāvāt ieteikumus pašnovērtējuma efektivitātes paaugstināšanai vadības procesos. Lai to sasniegtu tika izvirzīti trīs uzdevumi: 1.Analizēt teorētisko literatūru par izglītības kvalitāti, pašvērtēšanas procesu, kā kvalitātes veicinātāju un tā izmantošanu vadības procesos. 2.Noskaidrot pirmsskolas izglītības iestāžu darbinieku viedokli par pašnovērtējuma ziņojumu, tā izmantošanu. 3.Iegūt informāciju no pirmsskolas izglītības iestāžu vadītājiem par pirmsskolas izglītības pašnovērtējuma ziņojuma plānošanas procesu, tā izmantošanu vai neizmantošanas iemesliem. Rezultāti norāda uz šīs problēmas aktualitāti, jo gan anketu, gan interviju rezultātos var redzēt, ka pašvērtējuma ziņojums lielākajā daļā zaudē savu jēgu, efektivitāti jau pašvērtējuma veikšanas procesā, jo tā veidošanā reti iesaista skolotājus vai veido darba grupu, kā arī tas bieži netiek izmantots vadības procesos. Balstoties uz rezultātos iegūto informāciju vadītājiem būtu nepieciešams apzināties pašvērtējuma būtību, mērķi un ar to iepazīstināt arī skolotājus. Tik pat svarīgi ir plānot laiku pašvērtējuma veikšanai un iesaistīt skolotājus, lai pašvērtējums būtu pārdomāts un nekļūtu subjektīvs. Kopumā pirmsskolu vadītājiem, kuri nejūtas pārliecināti par pašvērtējuma veikšanas procesu būtu lietderīgi semināri, kuros citi pirmsskolu vadītāji varētu dalīties ar labiem piemēriem par pašvērtējuma veikšanas procesu un kā izmantot pašvērtējuma ziņojumu vadības procesos. Sistēmas līmenī būtu nepieciešams padomāt par tā pielāgošanu pirmsskolai, tā struktūras saīsināšanu, metodisko materiālu izstrādi pirmsskolas pašvērtēšanas procesam, kā arī par iespēju atcelt tā publicēšanas nepieciešamību, lai pašvērtējuma ziņojums nezaudētu objektivitāti. Nowadays it’s known to focus a lot on the quality of education and its evaluation. Thus, for pre-school institutions an important topic has become the self-evaluation report. The self-evaluation report is required to be available on the website of each pre-school and be updated every year with the latest information. With this self-evaluation rose a problem of understanding its sudden need and the purpose of it in the future. As a mandatory document, the self-evaluation report is conducted without the involvement of the surrounding staff and is published on the pre-school website without any use for management development. From this point of view, the self-evaluation loses its meaning, effectiveness and usefulness. The aim of this Master's thesis is to analyze the evaluation criteria, which should in the future be included in the self-evaluation report and to make recommendations for increasing the efficiency of the self-evaluation in management development. To achieve this, three tasks were set: 1.To analyze theoretical literature on quality of education, self-evaluation process as a quality promoter and its use in management development. 2.To find out the opinion of the employees of pre-school educational institutions regarding the self-evaluation report and its use. 3.Obtain information from preschool leaders on the process of planning a pre-school education self-evaluation, its use of the report or reasons for non-use. The results showcase the urgency of the problem, as the results of both questionnaires and interviews shows that the self-evaluation report loses its meaning and effectiveness in the self-evaluation process as it rarely involves teachers or workshops and is often not used in management development. Based on the results, managers should be aware of the nature and purpose of self-evaluation and educate their staff and teachers about it. It is also very important to execute the self-evaluation with care and prober time management and also involve the staff and teachers so that self-esteem is thoughtful and does not become subjective. In general, preschool leaders who do not feel confident about the self-evaluation process would benefit from seminars where other pre-school leaders could share good examples of the self-evaluation process and how to use the self-evaluation report in management development. At system level, it would be necessary to rethink and reflect on adapting this report for pre-school institutions, shortening its structure, developing methodological material for the pre-school self-evaluation process, and removing the need to publish it so that the self-evaluation report does not lose its objectivity.
