Starptautiskie augstskolu reitingi un Latvijas universitāšu iespējas iekļūt 500 labāko vidū

Abstract

Starptautiskie augstskolu reitingi un to izmantošana vietējā mēroga augstākās izglītības politikas veidošanā ir salīdzinoši jauna parādība Latvijas augstākās izglītības telpā, kas ietekmē augstskolas komercializācijas iespējas, starptautisko atpazīstamību un konkurētspēju. Augstākās izglītības internacionalizācija un augstākās izglītības eksports kā daļa no ekonomisko procesu globalizācijas, pasaulē ir radījusi nepieciešamību pēc dažādu augstākās izglītības iestāžu starptautiskās salīdzināšanas, kam vēl pirms desmit gadiem nebija īpašas nepieciešamības. Maģistra darbs tika izstrādāts ar mērķi, izvērt Latvijas augstskolu iespējas, sagaidāmos izaicinājumus kā augstskolu, tā arī valsts līmenī, lai iekļūtu pasaules vadošo reitingu piecsimt labāko augstskolu vidū. Darbā tika izmantotas šādas datu vākšanas metodes: statistikas datu analīze, kontentanalīze, ekspertu intervija. Lai iekļūtu pasaules reitingu piecsimt labāko vidū Latvijā ir jānovērš augstākās izglītības fragmentācija, mērķtiecīgi piešķirot finansējumu augstākajai izglītībai pēc attiecīgās augstskolas snieguma izvērtēšanas. Latvijā trīs augstskolām ir iespēja izvirzīties pasaules piecsimt labāko augstskolu reitinga tabulā, tāpēc tieši tajās būtu nepieciešams ieguldīt vislielākos resursus, lai veicinātu augsta līmeņa ekselences sasniegšanu.

International university rankings and their importance in development of higher education policy on the local level are a relatively new phenomenon in the Latvian higher education field, which accordingly influences commercialisation opportunities, international recognition and competitiveness of the universities. The internationalization of the higher education and its export. As a part of the globalization of economic processes, has led to the need for international comparisons between the various higher education institutions, which had no particular needs a decade ago. The master’s paper was developed with the aim of expanding the opportunities of universities in Latvia, determination of the challenges on both the level of universities and the government, to reach the aim to enter the top 500 in world’s leading university rankings. The methods of data collection used were the following: analysis of statistical data, content analysis, and expert interview. In order to enter the top five hundred of the world university rankings, it is necessary to eliminate the fragmentation of higher education in Latvia by targeting funding for higher education after evaluating the performance of the relevant university. In Latvia there are three universities with the potential to advance to the ranking table of the world’s five hundred best universities, therefore it would be necessary to invest the most resources in these universities to promote the achievement of high-level excellence.
