Personāla atlases process Kuldīgas novada pašvaldībā

Abstract

Šī darba būtība ir parādīt un uzsvērt personāla atlases procesa nozīmīgumu valsts pārvaldes iestādē – Kuldīgas novada pašvaldībā (turpmāk – KNP). Personāla atlases process ir ikvienas iestādes pamatu pamats, bez kura nav iespējams izveidot iestādes prasībām un vajadzībām atbilstošu darbinieku komandu, kas veicinātu iestādes izaugsmi un uzstādīto mērķu sasniegšanu. Darba pirmajā daļā tiek raksturota personāla atlases būtība. Otrajā daļa tiek teorētiski analizēts personāla atlases process un tā posmi. Trešajā daļā tiek raksturota Kuldīgas novada pašvaldība, tās struktūra, funkcijas, mērķi un misija. Ceturtajā daļā tiek pētīti un analizēti divi dažādu amatu personāla atlases procesi KNP. Piektajā daļā, darba autore ir apkopojusi KNP darbinieku aptaujas rezultātus par personāla atlasi. Darba nobeigumā, autore veica secinājumus, un balstoties uz tiem izstrādāja priekšlikumus personāla atlases procesa pilnveidošanai. Darba pētījuma problēma ir tajā, ka uz vadošiem amatiem (kur ir augsta līmeņa amata atbildība), pašvaldības izsludinātajos konkursos nepiesakās neviens, vai tikai viens kandidāts, savukārt uz „vienkāršākiem” amatiem pašvaldības izsludinātajos konkursos, piesakās vairāki desmiti kandidātu, no kuriem tikai daži atbilst iestādes noteiktajām prasībām. Lai veiktu pētījumu, darba autore izmantoja teorētisko informācijas bāzi, veica personāldaļā iegūto dokumentu analīzi, kā arī veica darbinieku anketēšanu un tās rezultātu analīzi. The essence of this work is to show and emphasize the importance of the personnel selection process in the state administration institution - Kuldiga Municipality (here in after - KNP). The recruitment process is the foundation of any institution, without which it is not possible to build a team of staff that meets the institution's requirements and needs, contributing to the institution's growth and achievement of its goals. The first part of the thesis describes the nature of personnel selection. The second part analyzes the personnel selection process and its stages theoretically. The third part describes Kuldiga municipality, its structure, functions, goals and mission. The fourth part investigates and analyzes two processes of recruitment of different positions in the KNP. In the fifth part, the author has compiled the results of a survey of the KNP staff on personnel selection. At the end of the thesis, the author drew conclusions and based on them made proposals for improvement of the personnel selection process. The problem with job research is that there are no, or only one, candidate for managerial positions (with high-level job responsibilities), while tens of candidates apply for "simpler" positions in municipal competitions, only a few of which the authority's requirements. In order to carry out the research, the author used a theoretical information base, also document analysis, as well as conducted a questionnaire and analysis of its results.
