Valsts valoda kā vērtība: tās pielietojums un nozīme augstākās izglītības procesā

Abstract

Maģistra darba mērķis ir atklāt valsts valodas pielietojuma aspektu augstākajā izglītībā saturu un nozīmi, apzināt attiecīgās problēmas un īpatnības, rast atbilstošus risinājumus normatīvā regulējuma pilnveidei. Lai sasniegtu šī darba mērķi, analizēts attiecīgais normatīvais regulējums un apzināta jautājumu problemātika praksē četros aspektos. Izteikti konkrēti priekšlikumi divu Ministru kabineta noteikumu pilnveidei par studiju programmas īstenošanā iesaistīto mācībspēku attiecīgās valodas prasmi un par diasporas locekļu pienākumu apliecināt valsts valodas prasmi, Augstskolu likuma pilnveidei par kopīgo studiju programmu īstenošanas valodu, kā arī Valsts valodas likuma pilnveidei par subjektu loka, attiecībā uz kuru nosakāma minimālā valsts valodas prasme, paplašināšanu.

The aim of master’s thesis is to discover the content and role of the use of official language in higher education, identify relevant problems and peculiarities, find the appropriate solutions to improve the regulatory framework. In order to achieve the aim of this thesis, analysis of the relevant regulatory framework and identification of issues in four aspects were made. Specific proposals were made for the improvement of two Cabinet regulations on the language skills of the teaching staff involved in the implementation of study program and on the obligation of diaspora members to confirm the official language proficiency level, for the improvement of the Law On Institutions of Higher Education on the language of the implementation of joint study programmes, as well as for the improvement of the Official Language Law on extending the circle of subjects for which the minimum official language proficiency level is determined.
