Pašvaldību sniegto sociālo pabalstu piešķiršanas efektivitāte

Abstract

Diplomdarbā “Pašvaldību sniegto sociālo pabalstu piešķiršanas efektivitāte” tiek apskatīti un analizēti sešu Latvijas pašvaldību sniegto sociālo pabalstu saturs un to piešķiršanas efektivitāte attiecībā uz demogrāfijas rādītājiem pašvaldībā. Pētījuma mērķis, noskaidrot vai pašvaldību sniegtie sociālie pabalsti ir pietiekoši efektīvi un pietiekami, lai apmierinātu iedzīvotāju pamatvajadzības vienlaikus ievērojot normatīvos aktos noteikto un izstrādāt priekšlikumus kādas izmaiņas būtu jāveic normatīvajos aktos, lai nodrošinātu sociālo labklājību iedzīvotājiem, kuriem tā ir nepieciešama visvairāk. Pētījuma rezultātā tika secināts, ka Latvijā nav izstrādāta un apstiprināta vienota sociālās palīdzības politika, lai mazinātu esošo nabadzības līmeni valstī, kā rezultātā pašvaldībām nav vienota izpratne par sociālās palīdzības pamatprincipiem un to nepieciešamo apmēru. Darbā tiek izmantota kvalitatīvā un kvantitatīvā kontentanalīze.

In diploma research work “Efficiency of government granted social benefits” is researched the content of the social benefits provided by six governments and the efficiency regarding demographics. In the research is found out, how social benefits provided by governments are efficient and sufficient to meet the basic needs of people, while considering law regulations and to elaborate proposals on what changes should be made to ensure the social welfare of the people who need it most, while considering law regulations. The study concluded that Latvia has not developed and approved common social assistance policy in order to reduce the current level of poverty, as a result of which local governments do not have a common understanding of the basic principles and necessary amount of social assistance. The study uses qualitative and quantitative content analysis.
