Rojas novada un Talsu novada pašvaldību attīstības iespējas administratīvi teritoriālās reformas ietvaros

Abstract

Maģistra darba tēma ir “Rojas novada un Talsu novada pašvaldību attīstības iespējas administratīvi teritoriālās reformas ietvaros”. Darba mērķis ir konstatēt, kādu iespaidu uz iedzīvotāju pakalpojumu kvalitāti, ko nodrošina Rojas un Talsu pašvaldības, un teritorijas attīstību, atstājusi 2009.gada administratīvi teritoriālā reforma, un kādas varētu būt Rojas un Talsu novada pašvaldību attīstības iespējas pēc 2021.gada administratīvi teritoriālās reformas. Darba noslēgumā izstrādāti priekšlikumi apvienotā novada turpmākai attīstībai pēc nākamās administratīvi teritoriālās reformas īstenošanas. Maģistra darba ietvaros pētīts, kādu ietekmi uz atsevišķām Eiropas valstīm un Ekonomikas attīstības un sadarbības organizācijas valstīm atstājušas veiktās pašvaldību reformas laika periodā pēc 2000.gada, kā arī ir analizēti dažādu Eiropas pašvaldību reformu rezultāti. Darbā pētīts un veikts Latvijas pašvaldību izveidojušos situāciju raksturojums pēc 2009.gadā īstenotās administratīvi teritoriālās reformas; padziļināti analizēts Rojas un Talsu novadu pašvaldību attīstības raksturojums; izpētīti Rojas un Talsu novada iedzīvotāju un ekspertu viedokļi par administratīvi teritoriālo reformu; izstrādāti priekšlikumi plānotās 2021.gada administratīvi teritoriālās reformas īstenošanai. The topic of the master's thesis is "Development opportunities of Roja and Talsi municipality within the framework of administrative-territorial reform". The aim of the study is to determine the impact of the 2009 administrative-territorial reform on the quality of population services provided by Roja and Talsi municipalities and the development of the territory, and what could be the development opportunities of Roja and Talsi municipalities after the 2021 administrative-territorial reform. At the end of the work, proposals for the further development of the united region after the implementation of the next administrative-territorial reform are developed. Within the framework of the Master's thesis, the impact of the local government reforms carried out in the period after 2000 on individual European countries and the countries of the Organization for Economic Co-operation and Development has been studied, as well as the results of various European local government reforms have been analyzed. The paper researches and performs the characterization of the situations created by Latvian local governments after the administrative-territorial reform implemented in 2009; in-depth analysis of the development characteristics of Roja and Talsi municipalities; the opinions of Roja and Talsi region residents and experts on administrative-territorial reform have been studied; proposals for the implementation of the planned administrative-territorial reform of 2021 have been developed.
