Normatīvajos tiesību aktos viena no prasībām amata ieņemšanai ir nevainojama reputācija. Jēdzienam “reputācija” nav konkrētu robežu, tās drīzāk ir atkarīgas no filozofiskā domu gājiena. Reputācija kopumā ir netverama mērvienība, tāpēc šā darba mērķis ir noskaidrot nevainojamas (labas) reputācijas prasības saturu un nozīmi amata ieņemšanas gadījumā. Mērķa sasniegšanai autors apkopojis un salīdzinājis nevainojamas reputācijas prasības regulējuma īpatnības tiesību aktu ietvaros; analizējis tiesību aktu sagatavošanas materiālus un identificējis prasības ietveršanas mērķi; analizējis prasības piemērošanu praksē, praktisko izpausmi; secinājis, vai jēdziens “nevainojama reputācija” ir pietiekami skaidrs, iezīmējis tā robežas; formulējis jautājumu, kādu persona varētu sev uzdot, lai saprastu, vai konkrēta rīcība atbilst (neatbilst) reputācijas prasībai. Politiska lēmuma ietvaros nevainojamas reputācijas prasībai nav praktiskās izpausmes, tā ir deklaratīva norma. Savukārt administratīva akta gadījumā tai vērojama zināma juridiska konstrukcija. Par nevainojamas reputācijas neesību liecina tāds apstākļu kopums, kas, personai esot amatā, mazinātu uzticību konkrēta amata funkcijai. Impeccable reputation (high moral character) is one of the requirements for a person to take office. The concept of “reputation” has no specific boundaries, it rather depends on the philosophical passage of thought. Reputation cannot be specifically measured, therefore the purpose of this research paper is to find out the content and relevance of the impeccable reputation requirement in the event of taking office. In order to achieve this objective, the author has collected and compared impeccable reputational requirements within the framework of legislation; analysed legislative preparatory materials and identified the purpose of including the requirement; analysed the application of the requirement in practice, practical expression; have concluded whether the concept of “impeccable reputation” is sufficiently clear, has highlighted its borders; has formulated a question that a person might ask himself to understand whatever a specific action complies (or does not) with the requirement. In the context of a political decision there is no practical expression of the impeccable reputation requirement, it is a declarative rule. On the other hand, in the case of an administrative act, it has a legal construction of its kind. The fact that a person does not have impeccable reputation is demonstrated by a set of circumstances which, when a person is in office, would undermine confidence in the function of the office.
