Karš pret narkotikām Filipīnās (2016-2019)

Abstract

Kopš Rodrigo Dutertes nākšanas pie varas, Filipīnās tiek īstenots “narkotiku karš”, ar mērķi padarīt Filipīnas brīvas no nelegālajām narkotikām. Šī Dutertes narkotiku kara rezultātā ir gājuši bojā desmitiem tūkstošu cilvēku, un vairāki simti tūkstoši ir arestēti, šobrīd padarot Filipīnu cietumus par pārpildītākajam cietumiem pasaulē. Bet nelegālās narkotikas vēl joprojām ir viegli nopērkamas jebkur Filipīnās, un Dutertes “mērķis attaisno līdzekļus” pieeja narkotiku problēmas atrisināšanai padara par nežēlīgu, un galvenais – neefektīvu. Darba autora mērķis ar šo darbu ir atrast iemeslus neveiksmīgajai politikai, un tas tiek darīts izmantojot rīcībpolitikas īstenošanas un izvērtēšanas teorijas, kā arī lai saglabātu objektivitāti, gan mediju, gan Filipīnu valdības ziņojumus un statistikas datus par narkotiku karu. Darba gaitā tiek secināts, ka lielais upuru un aizturēto skaits, kā arī narkotiku pieejamības nesamazināšanās ir izskaidrojama ar to, ka valdības spēki tiek koncentrēti uz nabadzīgo un zema līmeņa narkotiku tirgoņu un lietotāju apkarošanu, bet narkotiku karteļu hierarhijas augšgals paliek neskarts. Kā arī galvenais iemesls neveiksmīgajai politikai ir nepienācīgs rīcībpolitikas izvērtējums no Filipīnu valdības puses, kas vairāk vērsta uz sevi slavinošiem novērtējumiem.

Since Rodrigo Duterte came to power, a “drug war” has been waged in the Philippines, with the aim of making the Philippines free of illegal drugs. Tens of thousands of people have died as a result of this Duterte drug war, and several hundred thousand have been arrested, currently making Philippine prisons the most crowded prisons in the world. But illegal drugs are still easy to buy anywhere in the Philippines, and Duterte's “means justify the ends” approach to solving the drug problem makes it cruel and, above all, inefficient. Thesis author's aim with this work is to find reasons for the failed policy and is done using policy implementation and evaluation theories, as well as to maintain objectivity, both media and Philippine government reports and statistics on the drug war. In the course of the work, it is concluded that the high number of victims and detainees and the access to drugs staying at the same levels are explained by the fact that government forces are focused on combating poor and low-level drug traffickers and users, while the top of the drug cartel hierarchy remains intact. As well as the main reason for the failed policy is an inadequate policy assessment by the Philippine government, which is more focused on self-glorifying assessments.
