Ceļā uz elektrisko skrejriteņu regulējuma izveidi Rīgā: lietotāju uzvedība un potenciālie riski

Abstract

Bakalaura darba tēma ir “Ceļā uz elektrisko skrejriteņu regulējuma izveidi Rīgā: lietotāju uzvedība un potenciālie riski”. Darba mērķis ir izpētīt elektrisko skrejriteņu lietotāju uzvedību un citu satiksmes dalībnieku viedokļus, lai izstrādātu regulējumu, kas mazinātu to radītos riskus sabiedrībā. Lai mērķis tiktu sasniegts, pētījuma pamatā tiek izmantotas tehnoloģiskā determinisma un kultūrmateriālisma teorētiskās perspektīvas un ārzemēs iepriekš veiktie pētījumi, jo Latvijā iepriekš pētījumi par šādu sociālu fenomenu nav veikti. Pētījums ir kvalitatīvs, tajā tiek veikta Rīgas gadījuma analīze. Lai iegūtu datus tika veiktas daļēji strukturētas intervijas ar elektrisko skrejriteņu lietotājiem un fokusgrupu diskusija ar citiem satiksmes dalībniekiem. Darba pirmajā nodaļā tiek raksturota elektrisko skrejriteņu situācija Rīgā, teorētiskās perspektīvas un ārzemēs iepriekš veiktie pētījumi. Otrā nodaļa iepazīstina lasītāju ar pētījuma metodoloģiju, ētiskajiem aspektiem, respondentu atlasi un lauka darba gaitu. Trešajā nodaļā tiek atklāti pētījuma galvenie rezultāti un sniegta atbilde uz pētniecisko jautājumu. Pētījumā secināts, ka elektriskie skrejriteņi sabiedrībā izraisa galvenokārt ar drošību saistītus riskus. Lai mazinātu šos riskus, svarīgs faktors ir elektrisko skrejriteņu lietotāju individuālā rīcība, normatīva regulējuma izveide, kā arī pilsētvides uzlabošana Rīgā.

The topic of the bachelor thesis is "Towards an Electronic Scooter Regulation in Riga: Users and Potential Risks". The aim of the paper is to study the behavior of electric scooter users and the views of other stake holders in order to develop the regulation that would reduce the risks to society. In order to achieve the results of the research, the author is using the theoretical perspective of technological determinism, cultural materialism and previous studies from abroad, because in Latvia, such studies have not been performed before. The study is qualitative and it analyzes the case of Riga. To obtain the data, author conducted semi-structured interviews with electric scooter users and focus group discussion with other stake holders. In the first chapter of the study there are description of the situation of electric scooters in Riga, description of theoretical perspectives and previous research abroad. The second chapter introduces reader with the research methodology, ethical aspects, selection of respondents and fieldwork. The third chapter reveals the main results of the research and the answer to the research question. The study concluded that electric scooters poses safety risks to society. In order to reduce these risks, important factors are individual actions of electric scooter users, the establishment of regulatory framework, and the improvement of the urban environment in Riga.
