Maģistra darbā aplūkots ne mazāk kā divdesmit Saeimas deputātu pieteikums Satversmes tiesā kā viens no abstraktās konstitucionālās kontroles pieteikuma veidiem. Darba mērķis ir izpētīt Saeimas deputātu pieteikuma teorētiskos un praktiskos aspektus Satversmes tiesas procesā, kā arī analizēt Saeimas deputātu pieteikumu kā parlamenta mazākuma aizsardzības mehānismu. Darba ietvaros aplūkots abstraktās konstitucionālās kontroles iezīmes, Saeimas deputātu pieteikuma būtība un attīstība, kā arī šādam pieteikumam izvirzītās prasības Satversmes tiesas likumā. Vienlaikus analizēta Saeimas deputātu pieteikuma kā parlamenta mazākuma līdzekļa nozīme likumdošanas procesa ietekmēšanā. Darba rezultātā autore secina, ka Saeimas deputāti kā abstraktās kontroles subjekti, kas aizstāv sabiedrības intereses kopumā, ir nozīmīga daļa no konstitucionālās kontroles institūta. Autore identificē atsevišķus problēmjautājumus attiecībā uz Saeimas deputātu pieteikuma kompetenci. Tāpat autore sniedz salīdzinājumu par parlamenta deputātu pieteikuma aspektiem Latvijā un ārvalstīs Master thesis examines the application of not less than twenty deputies of Parliament to the Constitutional Court as one of the types of application for abstract constitutional control. The aim of the master thesis is to examine theoretical and practical aspects of the application of deputies of Parliament in the Constitutional Court process, as well as to analyze the application of Saeima deputies as a mechanism for minority protection of parliament. The work includes the features of abstract constitutional control, the essence and development of the application of Saeima deputies, as well as the requirements of the Law of the Constitutional Court for such an application. At the same time, the application of deputies of Saeima is analyzed as a minority instrument for influencing legislation. As a result of the work, the author concludes that the members of the Saeima, as subjects of abstract control, who defend the interests of the society, are an important part of the institute of constitutional control. The author identifies some problematic issues regarding the competence of the Saeima deputies. The author also provides a comparison of the aspects of the parliamentary application in Latvia and abroad.
