Latvijas kvalifikāciju ietvarstruktūras nozīme izglītībā un darba tirgū

Abstract

Maģistra darba mērķis ir, balstoties uz Latvijas kvalifikāciju ietvarstruktūras (LKI) ietekmes jomām un respondentu viedokli par LKI atpazīstamību un tās ietekmes jomām, noskaidrot, cik atpazīstama gan izglītības jomā, gan darba tirgū ir LKI un kurās jomās ir vērojama vislielākā ietekme. Maģistra darbam tika izvirzīti divi pētījuma jautājumi: 1) Kāda ir LKI atpazīstamība valstī? 2) Kādās jomās ir vērojama vislielākā LKI nozīme? LKI Latvijā jau pastāv 10 gadus, tomēr šajā laikā nav veikti nacionāli pētījumi par to cik ļoti LKI vispār ir atpazīstama izglītībā un darba tirgū, kā arī par to kādās jomās LKI ir bijusi vislielākā nozīme. Ņemot vērā, ka arī daudzās citās Eiropas valstīs šāda veida pētījumi tika veikti, arī Latvijas kontekstā šķita svarīgi veikt šādu pētījumu, lai noskaidrotu, ko LKI šajā laika posmā ir sasniegusi. Pētījuma gaitā tika izdarīti secinājumi, ka LKI izglītības jomā ir visai labi atpazīstama, tomēr starp darba devējiem un plašaku sabiedrību joprojām trūkst informētība un izpratne par LKI. Turpretim, LKI nozīme visvairāk ir saskatāma izglītības programmu veidošanā, ārvalstu diplomu un kvalifikāciju atzīšanā un profesiju standartu izveidē.

The aim of the master's thesis is to find out, on the basis of the impact areas of the Latvian Qualifications Framework (LQF) and the views of respondents on the visibility of LQF and its impact areas, how recognisable the LQF is in both the field of education and in the labour market and in which areas the influence is the most prominent. Two research questions were raised for the master's thesis: 1) What is the recognition of the LQF in the country? 2) In which areas the LQF is the most important? The LQF in Latvia has been active for 10 years, however, no national research has been carried out during this time on how much the LQF is generally recognisable in education and the labor market, as well as on the areas in which the LQF has had the greatest role. Given that this type of research was carried out in many other European countries as well, in the Latvian context it seemed important to carry out such a research in order to find out what the LQF has achieved in this period. The study concluded that LQF in the field of education is quite well known, however, there is still a lack of awareness and understanding of LQF among employers and the general public. On the other hand, the importance of the LQF is most evident in the development of education programmes, in the recognition of foreign diplomas and qualifications, and in the development of occupational standards.
