Bērnu ievietošana audžuģimenē ir viens no veidiem, kā valsts nodrošina ģimenisku vidi un attīstību veicinošus dzīves apstākļus ikvienam bērnam, kura bioloģiskajā ģimenē to nav iespējams realizēt. Tomēr, neskatoties uz sabiedrības nepieciešamību pēc audžuģimenēm, Rīgas bāriņtiesā pēdējo trīs gadu laikā pieaudzis to lēmumu skaits, ar kuriem atteikts piešķirt laulātajiem pāriem vai personai audžuģimenes statusu, un visbiežāk tam par iemeslu kalpo bērnam neatbilstoši un nepiemēroti dzīves apstākļi. Bakalaura darba mērķis ir izpētīt potenciālās audžuģimenes dzīves apstākļu prasības, to izvērtēšanas un pārbaudes praktiskos aspektus, konstatēt, vai pastāv normatīvā regulējuma nepilnības un problēmas dzīves apstākļu izvērtēšanas praksē, kā arī ieteikt iespējamos risinājumus konstatēto nepilnību un problēmu novēršanai. Darba uzdevumi ir izpētīt audžuģimenes vēsturisko attīstību, aplūkot visus normatīvajos aktos noteiktos audžuģimeņu izvērtēšanas kritērijus, kā arī padziļināti analizēt laulāto (personas) dzīves apstākļu pārbaudes un izvērtēšanas praksi. Darba rezultātā ir identificētas normatīvā regulējuma nepilnības, kā arī apkopoti praktiskie aspekti, kas tiek ņemti vērā dzīves apstākļu pārbaudes un izvērtēšanas procesa laikā. Lai novērstu situācijas, kad laulāto (personas) dzīvesvietas apstākļi ir šķērslis audžuģimenes statusa iegūšanai, tiek piedāvāts valstiska līmeņa risinājums – uzlikt par pienākumu katrai pašvaldībai iesaistīties un palīdzēt ģimenēm uzlabot esošo dzīvesvietu bērna uzņemšanai, piešķirot pašvaldības nodrošinātu dzīvesvietu audžuģimenēm, kuras bērnam nespēj nodrošināt pietiekami plašu un atbilstošu mājvietu. Placing children in a foster family is one of the ways how the state provides a family environment and living conditions conducive to development for every child in whose biological family is not possible to realize it. However, despite of the society's need for foster families, the number of decisions refusing to grant foster family status to a married couple or a person has increased in the Riga Orphans' Court over the past three years, most often due to inadequate and inappropriate living conditions for the child. The aim of the bachelor's thesis is to study potential foster family living conditions requirements, practical aspects of their evaluation and testing, to determine whether there are gaps and problems in the regulatory framework for living conditions evaluation practice, as well as to suggest possible solutions to eliminate the identified gaps and problems. The tasks of the work are to study the historical development of the foster family, to look at all the criteria for the evaluation of foster families specified in regulatory enactments, as well as to analyze in depth the practice of checking and evaluating the living conditions of spouses (persons). As a result of the work, the shortcomings of the regulatory framework have been identified, as well as the practical aspects that have been taken into account during the process of inspection and evaluation of living conditions have been summarized. In order to prevent situations when the living conditions of the spouses (persons) are an obstacle to obtaining the status of a foster family, a state-level solution is proposed - to grant a foster family who is not able to provide a sufficiently wide and adequate home for foster kid a residence provided by the municipality.
