Bijušās Valsts drošības komitejas dokumentu izmantošanas un publiskošanas tiesiskums Latvijā

Abstract

Maģistra darba mērķis ir analizēt LPSR VDK dokumentu izmantošanas un publiskošanas tiesiskumu Latvijā. 2018. gada 20. decembrī tīmekļvietnē kgb.arhivi.lv sāka publicēt LPSR VDK dokumentus jeb tā dēvētos "čekas maisus", kas satur informāciju par personām, kuras apzināti sadarbojās ar VDK, lai slepeni sniegtu informāciju par citām personām. Publicētā informācija ir nepierādītas, informatīva rakstura ziņas. Maģistra darbā autors pēta LPSR VDK dokumentu vēsturi, to šībrīža izmantošanu un publiskošanu gan Latvijā, gan citās valstīs, kādas tiesiskās un citas sekas tā atstāj uz personām, kuras tajos ir minētas, kā arī izvērtē, cik tiesiski ir izmantot un publiskot šos dokumentus. Autors piedāvā arī risinājumus konstatētajām problēmām.

The aim of the master's thesis is to analyze the legality of the use and publication of former KGB documents in Latvia. On December 20, 2018, KGB documents were published on the website kgb.arhivi.lv. Documents contain information about persons, who knowingly cooperated with the KGB to provide information about others in secret. The published information is unproven and informative. The author of the master's thesis examines the history of KGB documents, their former use and publication in Latvia and other countries, what legal and other consequences that pose to the persons, mentioned in them, as well as analyze the legal rights to use and publish these documents. The author also offers solutions to problems found.
