Maģistra darbā „Sabiedrisko mediju finansēšanas saikne ar mediju brīvību” ņemta vērā atziņa, ka sabiedrisko mediju loma demokrātiskās sabiedrībās arvien pieaug un ka viens no mediju sistēmas brīvību ietekmējošiem faktoriem ir finansējums. Maģistra darba mērķis ir izpētīt sabiedrisko mediju finansējuma apjoma un specifisku finansēšanas modeļu saikni ar mediju brīvību, aplūkojot 30 demokrātiskas valstis. Mediju brīvības līmeņa novērtējumam tika izmantots Pasaules preses brīvības indekss. Pielietojot korelācijas analīzes, gadījumu izpētes un ekspertu intervijas metodes, tika konstatēts, ka pastāv vidēji cieša saikne starp finansējuma apmēru un mediju brīvību un ka veiksmīgākais finansēšanas modelis ir licences maksa vai arī tās paveids nodokļa formā. Savukārt negatīva asociācija ar mediju brīvību ir sabiedrisko mediju dalībai reklāmas tirgū. Atslēgvārdi: sabiedriskie mediji, finansēšanas modeļi, mediju brīvība, demokrātija The master's thesis “The relationship between public service media funding and media freedom” takes into account the recognition that the role of public service media in democratic societies is increasing and that one of the factors influencing the freedom of the media systems is funding. The aim of this thesis is to study the connection between the amount of public service media funding, specific funding models and overall media freedom, looking at 30 democracies. Using correlation analysis, multiple case study and expert interview methods, a moderately close link between the amount of funding and media freedom was found. The most successful funding model is still considered the license fee or an adaptation in form of a tax. In turn, a negative association with media freedom was found where public service media participate in the advertising market. Keywords: public service media, funding models, media freedom, democracy
