Latvijas pašvaldību izpildījuma indeksa analīze: Reģionālo attīstības centru gadījums

Abstract

Bakalaura darba tēma ir “Latvijas pašvaldību izpildījuma indeksa analīze: reģionālo attīstības centru analīze.” Pētījuma mērķis ir izstrādāt un aprobēt Latvijas, reģionālo nozīmes centru gadījumā, Lietuvas Brīvā tirgus institūta indeksa metodoloģiju (The Lithuanian Free Market Institute’s Municipal Performance Index). Pētījuma teorētiskais rāmis balstās uz pašvaldības teoriju aprakstu - pašvaldības sabiedriski saimniecisko teoriju un valstisko teoriju. Pētījuma metodoloģija tiks veidota, balstoties uz Lietuvas Brīvā tirgus indeksa metodoloģiju un jaukto pētījuma dizaina stratēģijas ieviešanu, kur tiks analizēti trīs reģionālās nozīmes attīstības centri, pamatojoties uz administratīvo vienību spēju realizēt savas autonomās funkcijas. Izvirzītie reģionālās nozīmes centri Kuldīga, Bauskas un Gulbene. Pētījuma rezultāti, aprobējot pašvaldības izpildījuma indeksa metodoloģiju, ir aprēķināts pašvaldības izpildījuma indekss. Gulbenes attīstības centram tika aprēķināts pašvaldības izpildījuma indekss 99% apmērā, Kuldīgas attīstības centram tika aprēķināts 96.64% apmērā, un Bauskas attīstības centram tika aprēķināts 88.20% apmērā, secinājumā daļā aprakstot būtiskākās pašvaldības izpildījuma indeksa problēmas un definētās rekomendācijas.

The subject of the bachelor's work is “Analysis of the Latvian Local Government Performance Index: Case of Regional development centers.” The aim of the study is to develop and bury the methodology of the Lithuanian Free Market Institute's Municipal Performances Index in the case of Latvia, regional centers of importance. The theoretical frame of the study is based on a description of the local government's theories - the socio-economic theory of the local government and the national theory. The study methodology will be developed on the basis of the methodology of the Lithuanian Free Market Index and the introduction of a mixed study design strategy, where three regional development centers will be analysed on the basis of the ability of the administrative units to exercise their autonomous functions. The designated regional centers Kuldīga, Bauska and Gulbene. The results of the study, by accrediting the methodology of the local government performance index, have been calculated by the local government performance index. For the Gulbene development center, the local government performance index was calculated at 99%, the Gulbene development center was calculated at 96.64%, and the Bauska development center was calculated at 88.20%, describing the major problems of the local government performance index and the defined recommendations in the final part.
