Krīžu vadība publiskajās rīcībpolitikās

Abstract

Šī maģistra darba temats ir ‘’Krīžu vadība publiskajās rīcībpolitikās’’. Krīzes vadība jau kādu laiku nav saistāma tikai ar strarptautisko vidi, bet ir nostiprinājusies arī kā publiskās administrācijas joma, tāpēc šis darbs ir veltīts krīzes koncepta un krīzes vadības nozīmes izprašanai, kā arī krīzes vadības kā valsts rīcībpolitikas analīzei. Darbs piedāvā iepazīt krīžu dažādību, krīzes dzīves ciklu no teorētiskā aspekta. Savukārt darba empīriskajā daļā caur izvēlēto teoriju prizmu tiek veikta gadījuma analīze, kurā ietvertsšīs krīzes dzīves cikls. Lai to varētu pilnvērtīgi analizēt, hronoloģiskā secībā apskatītā krīze iedalīta trīs krīzes dzīves cikla posmos – pirmskrīzē, krīzes notikumā un pēckrīzē. Balstoties uz darbā aprakstīto teorētisko bāzi, kā arī darba autores izstrādātajiem kritērijiem, tiek pētīta secīga krīzes notikumu attīstība, kā arī projicēta iespējamā nākotnes vīzija Latvijas Covid-19 krīzes vadības gadījumam, cenšoties paredzēt, kā Latvijas krīze varētu eskalēties turpmāk. Tāpat darba mērķis ir rast atbildi uz jautājumu: Vai Latvijas publiskajā pārvaldē krīzes vadība pastāv kā vienota, sistemātiska un pastāvīga rīcībpolitikas joma?

The topic of this master thesis is ''Crisis Management in Public Policies''. Crisis management has for some time not only been associated with the international environment, but has also been established as a field of public administration, and therefore this thesis is dedicated to the understanding of the concept of crisis and the meaning of crisis management, as well as to analysing crisis management as a public policy. The thesis offers an insight into the variety of crises, the crisis life cycle from a theoretical point of view. In the empirical part of the work, through the prism of selected theories, a case study is carried out, which includes the life cycle of this crisis. In order to be able to analyse it fully, the chronological order of the crisis is divided into three stages of the crisis life cycle: pre-crisis, crisis event and post-crisis. Based on the theoretical framework described in the thesis, as well as the criteria developed by the author, the sequential development of crisis events is studied. As well as a possible future vision of how the Covid-19 pandemic crisis management may develop in the future. The paper also aims to answer the question: does crisis management exist as a coherent, systematic and permanent policy area in Latvian public administration?
