Jauniešu līdzdalība lēmumu pieņemšanā – skolēnu pašpārvaldes

Abstract

Bakalaura darba tēma ir “Jauniešu līdzdalība lēmumu pieņemšanā – skolēnu pašpārvaldes”, darba mērķis – novērtēt skolēnu pašpārvaldes kā instrumentu līdzdalības lēmumu pieņemšanā veicināšanai, izpētes jautājums – kā skolēnu pašpārvaldes izglītības iestādēs veicina jauniešu līdzdalību lēmumu pieņemšanā? Attiecīgi, darbā tiek izvirzīta hipotēze: skolēnu pašpārvaldes izglītības iestādēs atveido demokrātiska organisma modeli un sekmē jauniešu līdzdalību lēmumu pieņemšanā. Bakalaura darba 1. nodaļā tiek aplūkoti dažādi veidi, kā un pēc kādiem kritērijiem mērīt sabiedrības līdzdalību, par darba teorētisko ietvaru izvēlot autora Gerija Stokera (Gerry Stoker) “CLEAR” modeli. Bakalaura darba secīgās nodaļas tiek veltītas jaunatnes politikas plānošanas dokumentu un normatīvo aktu apskatei, veidojot līdzdalības normatīvo bāzi, kā arī jauniešu līdzdalības un skolēnu pašpārvalžu tēmu izpētes pakāpei. Darba “Jauniešu līdzdalība lēmumu pieņemšanā – skolēnu pašpārvaldes” empīrisko daļu veido skolēnu pašpārvalžu locekļu Latvijas valsts ģimnāzijās aptauja, saņemot atbildes uz aptaujā izstrādātajiem jautājumiem no 107 respondentiem. Ar izvēlētās teorijas palīdzību, respondentu atbildes tiek analizētas pēc G. Stokera “CLEAR” modeļa kritērijiem. Bakalaura darbā secināts, ka skolēnu pašpārvaldes institūcija izglītības iestādēs sekmē jauniešu līdzdalību. Pašpārvalžu darbības modelim ir līdzība ar Latvijas Republikas Ministru kabineta darbību to locekļu amatu un lomu sadalījumā, kā arī imitējot vēlēšanu procesu. Tomēr par galveno skolēnu pašpārvalžu darbības trūkumu atzīstama to darba nesaskaņotība un vienota parauga neesamība. Skolēnu pašpārvalžu obligāta veidošana Latvijā un to darbība nav normatīvajos aktos atrunāta. Atslēgas vārdi: jaunatnes politika, līdzdalība, skolēnu pašpārvaldes, demokrātija.

The theme of bachelor thesis is “Participation of young people in decision-making – students self-governance in schools”, the aim of the work is to assess students self-governments as an instrument for promoting participation in decision-making process. The issue of research is – how do students self-governance in schools contribute to the participation of young people in decision-making? The hypothesis of the bachelor thesis: student self-governments represent a democratic organism and contribute to the participation of young people in decision-making. The first chapter of bachelor thesis looks at different ways how to measure public participation by selecting the “CLEAR” model of author Gerry Stoker as the theoretical frame of the work. The following sections of the work are devoted to the analysis of youth policy planning documents and regulatory enactments, creating a regulatory base for participation, as well as to the level of research on topics of youth participation and self-governments. The empirical part of the work “Participation of young people in decision-making – students self-governance in schools” consists of a survey of members of school self-governments in Latvian state gymnasiums, receiving answers to the questions in the survey from 107 respondents. By using the chosen theory, the responses of respondents are analysed according to the criteria of the “CLEAR” model of G. Stoker. The work concludes that the institution of the self-governments promotes the participation of young people in educational institutions. Work model of the self-governments can be similar to the activities of the Cabinet of Ministers of the Republic of Latvia in the division of the positions and roles of their members, as well as by simulating the electoral process. However, mandatory formation of school self-governments in Latvia and their activities are not specified in regulatory enactments.
