Jauniešu domes kā palīgs pašvaldības jaunatnes politikas plānošanā un īstenošanā

Abstract

Ar vien vairāk tiek uzsvērta nepieciešamība veicināt jauniešu pilsonisko un politisko līdzdalību. Viena no iespējām kā veicināt jauniešus iesaistīties ir jauniešu domes izveide. Darba tēma ir jauniešu domes kā palīgs pašvaldības jaunatnes politikas plānošanā un īstenošanā, un tā mērķis ir izpētīt kā Latvijas pašvaldībās tiek plānota un īstenota jaunatnes politika, lai noskaidrotu, vai jauniešu domes izveide pašvaldībās palielina jauniešu pilsonisko un politisko līdzdalību. Darbā sīkāk tiek aplūkota jauniešu domes definīcija un darbība, kā arī aprakstīta jauniešu domes loma, attiecībā uz jaunatnes politikas plānošanu un īstenošanu pašvaldībās. Lai sasniegtu mērķi, pētījumā tiek izmantotas gan kvantitatīvas, gan empīriskas pētniecības metodes – tiek analizēti dokumenti, veikta pašvaldību aptauja un meklētas kopsakarības. Rezultātā secinot, ka pašvaldībā būtu jābūt izveidotai jauniešu domei, jo tās izveide sniedz plašākas iespējas jauniešiem, kā jēgpilni pavadīt savu brīvo laiku, rezultātā palielinot jauniešu vidū gan pilsonisko, gan politisko līdzdalību.

More talk is being made about the need to promote the civil and political participation of young people. One of the opportunities to encourage young people to get involved is the creating a youth council. The work subject is Youth Councils as assistance to municipalities in youth policy planning and implementation. The aim of the work is to explore how youth policies are planned and implemented in Latvian municipalities to see whether the creation of youth council in municipalities increase the civil and political participation of young people. The work covers the definitions and functioning of the youth council, as well as the role of the youth council as regards planning and implementation of youth policies in municipalities. To achieve the objective, the study uses both quantitative and empirical research methods, analyzing documents, conducting a municipal survey, and making conclusions. As result, it is concluded that a youth council should be set up in municipalities, because that offers more opportunities for young people to spend their free time meaningfully and increasing both civil and political participation among young people.
