Abstract

Maģistra darba tēma ir: Sporta diplomātijas vēsture, teorija, prakse Latvijā un pasaulē. Pētījuma mērķis ir izpētīt iespējas un izstrādāt priekšlikumus sporta diplomātijas institūta ieviešanai Latvijā, kas būtu visaptverošs valsts iekšpolitiku un ārpolitiku iekļaujošs instruments, vērsts uz valsts attīstības prioritāšu sasniegšanu. Pētījuma uzdevumu izpildei tiek izmantota primārās izpētes gadījuma analīze, fokusējoties uz Latvijas gadījumu, noskaidrojot valsts galvenās problēmas un sporta diplomātijas attīstības perspektīvas 21.gadsimtā. Pētījumā tiek izmantota arī metodoloģiskā pieeja, kas sevī ietver normatīvo aktu vai politikas plānošanas dokumentu analīzi pētījuma mērķa sasniegšanai. Darbā tiks pētīti, analizēti atsevišķu valstu un Eiropas Savienības (ES) sporta diplomātijas labās prakses piemēri caur publiskās diplomātijas un maigās varas konceptu, kas dod lielāku priekšstatu par minētā diplomātijas instrumenta (koncepta) izmantošanas perspektīvām Latvijas gadījumā. Sporta diplomātijas koncepts nav nostiprināts Latvijas politikas plānošanas dokumentos, attiecīgi netiek izmantots kā pastāvīgs un patstāvīgs instruments valsts iekšpolitikas un ārpolitikas mērķu sasniegšanā. Darba autora skatījumā pastāv visi priekšnosacījumi sporta diplomātijas kā visaptveroša instrumenta atzīšanai un ieviešanai Latvijā.

The theme of the thesis is: Sports diplomacy: Origins, Theory, and Practice in Latvia and the world. The aim is to explore opportunities and develop proposals for the introduction of the Sports diplomacy institute in Latvia, which would be a comprehensive instrument inclusive of the country's internal policies and foreign policy, aimed at achieving the country's development priorities. An analysis of the case of primary research is used to perform the tasks of the study, focusing on the case of Latvia, clarifying the main problems of the country and the prospects for developing sports diplomacy in the 21st. century. The study also uses a methodological approach that includes an analysis of laws, regulations or policy planning documents to achieve the aim of the study. The work will study, analyse examples of good practises in sport diplomacy between individual countries and the European Union (EU) through the concept of public diplomacy and soft power, which gives a greater priority on the prospects for the using this diplomacy instrument (concept) in the case of Latvia. The concept of Sports diplomacy is not enshrined in Latvia's policy planning documents, and accordingly is not used as a permanent and independent instrument in achieving the objectives of the country's internal and foreign policy In the opinion of the author of the work, all preconditions exist for the recognition and implementation of Sports diplomacy as a comprehensive instrument in Latvia.
