Saprotot politisko uzticēšanos: tās loma un nozīmīgākie faktori. Latvijas gadījuma analīze

Abstract

Maģistra darba temata nosaukums ir “Saprotot politisko uzticēšanos: tās loma un nozīmīgākie faktori. Latvijas gadījuma analīze”. Sabiedrības uzticība tās valsts pārvaldes un politiskajām institūcijām jeb politiskā uzticēšanās ir kopumā uzskatāms par būtisku priekšnoteikumu sekmīgai demokrātiskas valsts attīstībai. Un, lai gan jautājums par politisko uzticēšanos ir centrāls daudziem politikas zinātnes pētījumiem un par nozīmi ir ticis diskutēts jau ilgāku laiku, tomēr neskatoties uz to, pastāv vēl daudz neatbildētu jautājumu attiecībā uz politiskās uzticēšanās nozīmi un lomu politiskajā sistēmā. Darba mērķis ir apskatīt jautājumu par politiskās uzticēšanās lomu Latvijas kontekstā, analizējot tās nozīmīgākos skaidrojošos faktorus un saistītos fenomenus. Lai sasniegtu darba mērķi, tiek veikta izpēte, izmantojot kvantitatīvu pētījuma dizainu un datus no Eiropas Sociālā pētījuma programmas. Kopumā četri faktori ir identificējami, kā noteicošie indivīda politiskās uzticēšanās skaidrošanā: izglītība, sociālā uzticēšanās, ārējā politiskā efektivitāte un politiskais atbalsts jeb apmierinātība ar valdības darbu. Vienlaikus atšķirība no daudziem citiem pētījumiem, kas ir apskatījuši politiskās uzticēšanās lomu citās valstīs, Latvijas gadījumā kopumā nav identificējama būtiska saistība starp politisko uzticēšanos un iedzīvotāju līdzdalību politiskās aktivitātēs. Neliels izņēmums ir identificējams attiecībā uz indivīdu līdzdalību politisko partiju darbā un politiska rakstura komentāru publicēšana internetā vai sociālajos medijos. Tāpat darbā tiek identificēta saistība starp politisko uzticēšanos un noteiktiem iedzīvotāju vērtību jautājumiem, tomēr šī saistība ir vērtējama, kā relatīvi vāja, līdz ar to citiem faktoriem ir daudz nozīmīgāka loma. Politiskā uzticēšanās Latvijā ir aktuāls jautājums, kas nereti nonāk gan sabiedrības, gan pētnieku uzmanības lokā, un šis darbs sniedz vērtīgu visaptverošu analīzi par politiskās uzticēšanās lomu Latvijā, kas kalpo par labu pamatu kopējā temata turpmākajā izpētē.

The topic of the Master thesis is “Understanding political trust: its role and key factors. The case study of Latvia”. Public trust in the government and political institutions of its country, or political trust, is generally seen as an essential prerequisite for the successful development of a democratic state. And while the question of political trust is central to many political science studies and the importance of it has been debated for a long time, there are still many unanswered questions about the importance and role of political trust in the political system. The aim of the work is to look at the issue of the role of political trust in the context of Latvia, by analysing its key factors and related phenomena. Research is carried out using a quantitative study design and data from the European Social Survey programme. In general, four factors can be identified as key to explaining the individual's political trust: education, social trust, external political efficacy and political support or satisfaction with government’s work performance. At the same time, while many other studies have identified significant relationship between political trust and political participation, the same cannot generally be said about the case of Latvia. A minor exception can be witnessed in regards to individual’s participation in political party work and the publication of comments of a political nature on the internet or social media. The work also identifies the relationship between political trust and certain values, but this relationship can be assessed as relatively weak, with other factors playing a more important role. Political trust in Latvia is a topical issue that often comes to the attention of both society and researchers, and this work provides a valuable comprehensive analysis of the role of political trust in Latvia, which serves as a good basis for exploring this topic further.
