Atbalsts remigrantiem Cēsu, Valmieras un Smiltenes pašvaldībās

Abstract

Maģistra darba “Atbalsts remigrantiem Cēsu, Valmieras un Smiltenes pašvaldībās” mērķis ir noskaidrot Cēsu, Valmieras un Smiltenes pašvaldību sniegto atbalstu remigrantiem un tā atbilstību remigrantu vajadzībām. Maģistra darbs ir veltīts tam, lai apzinātu, kādus atbalsta instrumentus un mehānismus izmantot Cēsu, Valmieras un Smiltenes pašvaldības, lai pēc iespējas sekmīgāk attīstītu remigrāciju uz pašvaldībām. Kā arī pētījumā tiek apskatīts, vai atbalsts ir atbilstošs remigrantu vajadzībām. Mērķu sasniegšanai tika veiktas 13 daļēji strukturētas intervijas ar remigrantiem, pašvaldību pārstāvjiem un Vidzemes reģiona remigrācijas koordinatoriem. Iegūtā informācija tika analizēta, balstoties teorijā vadītā analīzē un datos pamatotā pieejā. Darba teorētisko ietvaru veido remigrācijas procesu apskats pasaulē un Latvijā, neoklasiskās ekonomikas un darba migrācijas jaunās ekonomikas, strukturālisma, transnacionālisma un sociālo tīklu teoriju apskats. Pētījumā tiek aplūkota remigrācijas politika pasaulē un Latvijā, kā arī ar tēmu saistīti iepriekš veiktie pētījumi gan Latvijā, gan citviet pasaulē. Pētījuma rezultāti liecina, ka pašvaldības remigrācijas jautājumu risināšanā izmanto gan formālus, gan neformālus atbalsta instrumentus un mehānismus. Aktīvi tiek veidota komunikācija un sadarbība ar diasporas pārstāvjiem ārvalstīs. Tiek sniegts dažāda veida atbalsts remigrantiem un viņu ģimenēm. Remigranti pašvaldību sniegto atbalstu vērtē kā atbilstošu un nepieciešamu. Sniegtie atbalsta pasākumi spēja nodrošināt remigrantu vajadzības.

The aim of the master's thesis “Support for remigrants in the municipalities of Cesis, Valmiera and Smiltene” is to find out the support of Cesis, Valmiera and Smiltene municipalities for remigrants and its compliance with the needs of remigrants. The master’s thesis is dedicated to identifying the support tools and mechanisms to be used by the municipalities of Cesis, Valmiera and Smiltene in order to develop return migration to the municipalities as successfully as possible. The study also focuses on whether the support is adequate to the needs of remigrants. The study conducted 13 semi-structured interviews with remigrants, municipal representatives and Vidzeme’s return migration coordinators. The information was analyzed based on a theory-based analysis and a data-driven approach. In addition, an analysis of secondary data was carried out. The theoretical framework of the work consists of an overview of return migration processes in the world and in Latvia, an overview of the neoclassical economy and the new economy of labor migration, structuralism, transnationalism and social networks. The study provides an insight into Latvia’s and world’s return migration policies, as well an overview of previous research in Latvia about return migration and diaspora. The results of the research show that municipalities use formal and informal support tools and mechanisms in solving return migration issues. Communication and cooperation with diaspora representatives abroad is actively established. Various type of support are provided to remigrants and their families. Remigrants assess the support provided by municipalities as appropriate and necessary. The support measures provided are able to meet the needs of remigrants.
