Sociālo darbinieku iesaiste sociālās politikas veidošanā

Abstract

Diplomdarba “Sociālo darbinieku iesaiste sociālās politikas veidošanā” mērķis ir noskaidrot faktorus, kas ietekmē Latvijas Republikas ilgstošas sociālās aprūpes un sociālās rehabilitācijas institūcijās bērniem bāreņiem un bez vecāku gādības palikušajiem bērniem strādājošo sociālo darbinieku iesaisti sociālās politikas veidošanā. Teorētiskajā pamatojumā analizēta sociālā darba makroprakse, sociālā politika, pilsoniskā un politiskā līdzdalība un konfliktu teorija. Tika veikta tiešsaistes aptauja, lai noskaidrotu, vai un kā sociālie darbinieki iesaistās sociālās politikas veidošanā, kādās jomās iesaistās un kādi faktori veicina viņu iesaisti (n=35). Lai noskaidrotu pamatojumu iesaistei sociālās politikas veidošanā tika veiktas intervijas ar sociālajiem darbiniekiem. Lielākā daļa aptaujāto sociālo darbinieku iesaistās sociālās politikas veidošanā un izprot klientu interešu aizstāvības nepieciešamību. Sociālie darbinieki biežāk iesaistās sociālajā politikā, risinot sociālās drošības un sociālās iekļaušanas jautājumus. Iesaisti sociālās politikas veidošanā var veicināt iepriekšējā pieredze, sadarbība ar profesionālajām organizācijā un vadību. Kavējošie faktori ir savstarpējā neizpratne starp nozares vadību un ikdienas tiešā darba veicējiem, kā arī izdegšana un nevēlēšanās pārsniegt ikdienas pienākumu robežas.

The aim of the thesis “Involvement of Social Workers in the Social Policymaking” is to determine the reasons that affect the involvement of the social workers of the Latvian long-term social care and social rehabilitation institutions for the orphans and the children left without the parental care in the social policymaking. The theoretical argumentation analyses the macro-practice, social policy, civic and political engagement, as well as conflict theory of the social work. On-line questionnaire was carried out in order to determine if and how social workers do engage in the social policymaking; what are the areas in which they are actively engaged and what factors facilitate their engagement (n=35). In order to find out the justification to their involvement in the social policymaking – in-depth interviews with social workers were conducted. Large part of the respondents acknowledged their involvement in the social policymaking and recognized the need for the protection of their client’s interests. Social workers are more active in social policymaking when resolving the issues that are related to social security and social inclusion. Factors like past experience, cooperation with professional industry associations and direct superiors facilitate the involvement in the social policymaking. Mutual misunderstanding between the industry policymakers and workers carrying out the daily duties, burnout syndrome, as well as the lack of motivation to exceed the bare minimum of the work requirements are the main obstacles.
