Šī maģistra darba temats ir “Eiropas Savienības Šengenas zonas ilgtspējība”. Atrodoties Eiropas Savienībā, dalībvalstu pilsoņi ir ne tikai savas valsts pilsonība, bet arī Eiropas Savienības pilsonība, kura paredz dažādas tiesības. Viena no tām ir brīvas pārvietošanās tiesības Šengenas zonas ietvaros. Pēc būtības jebkurš ES pilsonis drīkst netraucēti šķērsot jebkuru tās robežu, tomēr nav skaidrs vai šīs konkrētās tiesības ir institucionāli aizsargātas vai atkarīgas no dalībvalstu politiskās gribas. Eiropas Savienība var tikt uzskatīta par reģionālu politisko projektu ar kosmopolītiskām rakstura iezīmēm, tādēļ teorētisko ietvaru šim darbam veido kosmopolītisma koncepta analīze, kā arī Šengenas zonas vēsturiskais un funkcionālais aspekts. Darba empīriskajā ietvarā tiek veikta gadījuma analīze trim periodiem, kad Eiropas Savienības dalībvalstis atjaunoja savas iekšējās robežkontroles ar citām dalībvalstīm. Analizējot robežkontroles atjaunošanas iemeslus un no tās izrietošo ES reakciju, un sekas, varētu mēģināt rast atbildi uz jautājumu vai pastāv kāds mehānisms, kas nodrošina Šengenas zonas institucionālu pastāvēšanu vai tomēr tā ir atkarīga no dalībvalstīm. Darba mērķis ir noskaidrot, vai dalībvalstis pilda Šengenas līgumā noteiktos mērķus, saglabājot cilvēku brīvu kustību, un kā ES institūcijas reaģē uz iekšējas robežkontroles atjaunošanu, kā arī to izanalizēt caur kosmopolītisma teorijas prizmu, ņemot vērā, ka ES ir vērsta uz turpmāku valstu integrāciju savā starpā, un kustības brīvība ir būtisks tās stūrakmens. The topic of this thesis is “The Sustainability of the European Union’s Schengen zone”. Being in the European Union, citizens of its Member States do not only have the citizenship of their own country, but also the citizenship of the European Union, which grants them various rights. One of these is freedom of movement within the Schengen Area. In principle, any citizen of the EU may cross any of its borders without hindrance, but it is not clear whether this particular right is institutionally protected or if it is dependent on the political will of the Member States. The European Union can be seen as a regional political project with cosmopolitan features, and that is why the theoretical framework of this paper consists of an analysis of cosmopolitanism, as well as the historical and functional aspects of the Schengen Area. The empirical framework of the thesis consists of three case analysis, when EU Member States re-established their internal border controls with other Member States. By analyzing the reasons of renewed border control and the resulting EU response and consequences, an attempt could be made to find an answer to the question of whether there is a mechanism that ensures the institutional existence of the Schengen Area or whether it is dependent on the Member States. The aim of the thesis is to find out whether the Member States are fulfilling the objectives of the Schengen Agreement by maintaining the free movement of people and how EU institutions are reacting to the re-introduction of internal border controls, as well as analyze it through the prism of cosmopolitanism, given that EU is geared towards further integration between countries and freedom of movement is an essential cornerstone of it.
