Abstract
Mūsdienās nav iespējams iztēloties dzīvi bez tādiem cilvēku identificējošiem elementiem kā vārds un uzvārds. Tāpēc ir piešķirtas tiesības uz vārda un uzvārda maiņu. Tomēr šīs tiesības nav neierobežotas, tāpēc nepieciešams ievērot likumdevēja noteiktus kritērijus. Bet ne vienmēr šie kritēriji ir saprotami, tādēļ rodas situācijas, kad personām savas tiesības uz vārda un uzvārda maiņu nākas realizēt, vēršoties tiesā. Bet arī tiesām ir atšķirīgs skatījums uz to, kā attiecīgus kritērijus piemērot. Darba mērķis ir izprast pašreizējo situāciju attiecībā uz tiesību uz vārda un uzvārda maiņu realizāciju praksē un izvērtēt problēmas, ar kurām personas var saskarties šo tiesību realizācijā. Mērķa sasniegšanai veicama literatūras, normatīvo aktu un juridiskās prakses pētīšana un analizēšana. Darba rezultātā ir iegūti priekšlikumi esošā regulējuma tiesību uz vārdu un uzvārda maiņu uzlabošanai, kā arī sniegts vērtējumu par pašreizējo regulējumu. Nowadays, it is impossible to imagine life without such identifying elements as a name and surname. Therfore, the rights to change the name and surname has been granted. However, this right is not unlimited, so it is important to follow the criteria set by the legislator. But these criteria are not always undersandable, so there are situations where persons have to exercise their rights to change the name and surname by going to court. But also the courts have a different view on how to apply the criteria. The aim of the work is to understand the current situation regarding the exercise of the right to change name and surname in practice and to evaluate the problems that persons may face in the exercise of this right. To achieve the goal, literature, research and analysis of regulatory enactments and legal practice must be performed. As a result of the work, proposals for the improvement of the right to change the name and surname of the existing regulation have been obtained, as well as an assessment of the current regulation has been provided.
