Pašvaldību institucionālās sistēmas veidošanas problēmas

Abstract

Maģistra darba tēma ir “Pašvaldību institucionālās sistēmas veidošanas problēmas”. Darba mērķis ir analizēt jautājumus, kas skar pašvaldību institucionālo sistēmu veidošanu, kā arī sniegt ieteikumus pašvaldību institucionālās sistēmas pilnveidošanai un uzlabošanai. Maģistra darba uzdevums ir izpētīt normatīvo regulējumu attiecībā uz pašvaldībām un to iestādēm. Darba uzdevums ir salīdzināt pašvaldību institucionālās sistēmas pirms 2021. gada administratīvi teritoriālās reformas un pēc tās, īpašu uzmanību veltot pašvaldību centrālajām administrācijām. Maģistra darba pētījumam pamatā ir izmantoti pašvaldību nolikumi. Pētījumā tika secināts, ka pašvaldību izpratne par institucionālās sistēmas veidošanu atšķiras un tās ir ļoti dažādas. Tāpat tika konstatētas dažādas neatbilstības normatīvajam regulējumam.

The topic of the master`s thesis is “Challenges in Forming the Institutional Framework of Municipalities”. The aim of the work is to analyse issues relating to the development of institutional frameworks for municipalities as well as to make recommendations for the development and improvement of the institutional framework for municipalities. The task of the master`s thesis is to explore the regulatory framework for municipalities and their institutions. The task is to compare the institutional systems of municipalities prior to and after the administrative territorial reform of 2021, with particular attention being paid to the central administrations of municipalities. The master`s thesis study is based on the use of municipal regulations. The study concluded that municipalities' understanding of the establishment of an institutional framework is various and frameworks are very different. There were also various inconsistencies in the regulatory framework.
