Pedagogu deficīts publiskajā sektorā Latvijā

Abstract

Bakalaura darba tēma ir “Pedagogu deficīts publiskajā sektorā Latvijā”, rīcībpolitikas īstenošana pedagogu trūkuma mazināšanai Latvijā. Kā teorētiskā bāze bakalaura darbā tiek izmantota teorija par rīcībpolitikas īstenošanu un tās procesiem, kā arī izgāzušās rīcībpolitikas teorija. Pētījuma izpētes jautājums ir: “Kādi cēloņi rada rīcībpolitikas īstenošanu pedagogu deficīta mazināšanai Latvijā par neizdevušos rīcībpolitiku?” Bakalaura darba mērķis ir noskaidrot cēloņus rīcībpolitikas neveiksmēm (policy failure) pedagogu deficīta atrisināšanai publiskajā sektorā Latvijā laika posmā no 2014. līdz 2021.gadam. Apkopojot teorētisko un empīrisko bāzi, tiek izdarīti secinājumi, kas atbild uz bakalaura darbā izvirzīto izpētes jautājumu.

The subject of bachelor's work is “Shortage of teachers in the public sector in Latvia”, implementation of policy to reduce teacher shortages in Latvia. As a theoretical base in the work of a bachelor, the theory of policy implementation and its processes, as well as the theory of policy failure, are used. The question of the study is: “What causes are policy implementation for reducing teacher deficits in Latvia for failed policies?” The aim of the bachelor's work is to clarify the causes of policy failures in the public sector in Latvia during the period 2014-2021. When compiling the theoretical and empirical base, conclusions are drawn in response to the research question raised in the bachelor's work.
