Prevencijas sistēma pašvaldībās seksuālas vardarbības pret bērnu novēršanai

Seksuāla vardarbība pret bērnu ir bērnu tiesību pārkāpums. Bērns var tikt pakļauts kādai no seksuālas vardarbības formām jebkurā vecuma posmā. Pieredzētā seksuālā vardarbība uz bērnu atstāj gan īstermiņa, gan ilgtermiņa sekas, kas ietekmē bērna turpmāko dzīvi un labbūtību (wellfare). Pieejamie statiskais dati norāda, ka visbiežāk seksuālas vardarbības veicējs ir kāds, kuru bērns pazīst. Tāpat arī ir identificētas dažādas riska grupas un faktori, kuri veicina seksuālas vardarbības pret bērnu iespējamību. Seksuālas vardarbības pret bērnu prevencei mikro, mezo un makro praksē, nepieciešams realizēt preventīvas aktivitātes visos trīs prevences līmeņos. Primārā līmenī, sniedzot universālu atbalstu un zināšanas, sekundārā līmenī, sniedzot atbalstu mērķa grupām, kurām ir augstāks risks ciest no seksuālas vardarbībai vai veikt seksuālu vardarbību, un terciārā līmenī, nodrošinot sociālus atbalstu, mazinot recidīva iespējamību. Lai sekmētu mērķtiecīgu seksuālas vardarbības pret bērnu prevenci, nepieciešams identificēt (1.) upuru un potenciālo upuru profilus, (2.) vardarbības veicēja un potenciālā veicēja profilu, (3.) bērna ģimenes locekļus un kopienas iedzīvotājus, (4.) vietas, kur notiek vai potenciāli varētu notikt seksuāla vardarbība pret bērnu. Savlaicīgi identificējot šos riska faktorus un izstrādājot sociālos pakalpojumus un aktivitātes, kuri ir pierādījumos balstīti un apmierina seksuālas vardarbības pret bērnu upura vai potenciālā upura vajadzības, kā arī konkrētās kopienas dzīvotāju vajadzības iespējams veicināt seksuālas vardarbības prevenci. Latvijā vispietuvinātāk iedzīvotāju vajadzību identificēšanai un iespējamo preventīvo pasākumu īstenošanai ir Latvijas republikas pašvaldības, kuru izveidotās institūcijas likumā noteiktā kārtībā un kompetences robežās var īstenot mērķtiecīgas un pašvaldības iedzīvotājos balstītas preventīvas aktivitātes, savstarpēji starpdisciplināri sadarbojoties. Child sexual abuse is a violation of children's rights. A child can be exposed to any form of sexual abuse at any stage of the age. The experience of child sexual abuse leaves both short-term and long-term consequences for the child's future life and wellfare. The available statistical data indicate that the most frequent contributor to sexual abuse is someone the child knows. Also, different risk groups and factors have been identified that contribute to the possibility of sexual abuse against children. In the practice of child prevention, it is necessary to carry out preventive activities at all three prevention levels. At primary level, providing universal support and knowledge, at secondary level, by providing support to target groups at higher risk of sexual abuse or being sexual abuse perpetrator, and at tertiary level, providing social support, reducing the likelihood of relapse. In order to promote a targeted prevention of child sexual abuse, it is necessary to identify (1) profiles of victims and potential victims, (2) the profile of the perpetrator and potential perpetrator, (3) family members of the child and community population, (4) places where sexual abuse against the child is taking place or could potentially occur. Timely identification of these risk factors and the development of social services and activities based on evidence and satisfying the needs of a child victim or potential victim of sexual abuse, as well as the specific needs of community residents, can contribute to the prevention of sexual abuse. In Latvia, the regional municipalities of the Republic of Latvia are most closely suited to the identification of the needs of the population and to the implementation of possible preventive measures, the institutions established in accordance with the procedures specified by law and within the limits of competence may implement targeted and preventive activities based on the inhabitants of the local government.
