Sociālais dialogs izglītības nozarē: LIZDA gadījuma izpēte

Abstract

Maģistra darba autore ir veikusi arodbiedrības LIZDA gadījuma izpēti. Darba mērķis ir noskaidrot, kā LIZDA veido sociālo dialogu izglītības nozarē. Pētījumā ir izmantota aģentu tīkla teorija, kā arī skaidroti jēdzieni – arodbiedrība, sociālais dialogs un darba tirgus regulācija. Darbā analizētas astoņas daļēji strukturētas intervijas ar vispārējās izglītības skolotājiem un skolu direktoriem, kas ir arodbiedrības LIZDA biedri, kā arī intervija ar arodbiedrības priekšsēdētāju I. Vanagu. Pētījuma dalībnieki pozitīvi vērtē arodbiedrības LIZDA lomu izglītības nozares sociālajā dialogā. Kā lielākās problēmas tiek minētas institucionālās platformas trūkums, neskaidri sociālā dialoga nosacījumi, neuzticēšanās, sabiedrības izglītotības un izpratnes trūkums, ierobežotā arodbiedrības kapacitāte, kā arī tiesiskā pamata trūkums iesaistīto pušu līdzdalībai.

The master’s thesis is a case study of LIZDA aimed to identify how the LIZDA forms a social dialogue in the education sector. The study uses agent network theory and clarifies the concepts of trade union, social dialogue, and labour market regulation. The work analyses eight semi-structured interviews with secondary education teachers and school directors, who are members of the union LIZDA, as well as an interview with the union's chairwoman, I. Vanaga. The study participants positively assess the role of the trade union LIZDA in the social dialogue in the education sector. The main problems are the lack of an institutional platform, unclear conditions for social dialogue, mistrust, lack of public education and understanding, limited trade union capacity, and a lack of a legal basis for stakeholder participation.
