Valsts prezidenta suspensīvā veto tiesība

Abstract

Bakalaura darba temats ir “Valsts prezidenta suspensīvā veto tiesība”. Darba mērķis ir izpētīt veto tiesības normatīvo regulējumu un piemērošanas praksi, lai uzlabotu suspensīvās veto tiesības izmantošanas efektivitāti. Latvija ir parlamentāra republika, kur Valsts prezidents nepieder nevienam no valsts varas atzariem, bet darbojas kā to līdzsvarotājs un Satversmes sargs. Lai efektīvāk īstenotu šīs funkcijas Valsts prezidentam ir piešķirtas pilnvaras, tostarp likumdošanas jomā, kur viena no izpausmēm ir suspensīvā jeb atliekošā veto tiesība. Bakalaura darba uzdevumi ir izpētīt veto tiesības ģenēzi, normatīvo regulējumu Latvijā un ārvalstīs, kā arī praktisko suspensīvās veto tiesības pielietojumu. Darba rezultātu veido dažādi praktiski ieteikumi spēkā esošā regulējuma uzlabošanai un otrreizējai caurlūkošanai nodoto likumu analīze.

The present Bachelor’s Thesis is titled The President's Suspensive Veto Right. The aim of the present paper is to explore the regulatory framework and the practice of the veto rights in order to improve the effectiveness of the veto right. Latvia is a parliamentary republic, in which the President of the State does not belong to any branch of government, but acts as a balancer and guardian of the Constitution. In order to implement these functions more effectively, the President has been assigned with certain powers, including the implementation of the suspensive veto right. The tasks in order to achieve the aim of the Bachelor's thesis are to study the genesis of the President’s veto right and its regulatory framework as well as the practical application of the suspensive veto in Latvia and abroad. The result of the Bachelor’s thesis comprises analysis of current situation and various suggestions for improving the existing regulation.
