dc.description.abstract | Bakalaura darba mērķis ir atklāt procesuālās ekonomijas izpausmes Administratīvā procesa likumā un tiesu praksē attiecībā uz administratīvo procesu pirmās instances tiesā, kā arī identificēt cēloņus, kas negatīvi ietekmē lietas izskatīšanas ilgumu un sniegt risinājumus, lai tos novērstu. Lai sasniegtu mērķi, darba ietvaros analizēts Administratīvā procesa likuma regulējuma, tā grozījumu, tiesu prakses, konkrētajā gadījumā veida kā tiesnesis piemēro procesuālās tiesības, ietekme uz lietas izskatīšanas ilgumu un efektivitāti, tādejādi atklājot procesuāla rakstura problēmjautājumus. Risinājumi meklēti, prakses piemēru salīdzināšanas rezultātā, atklājot veiksmīgākos procesuālos risinājumus, citu nacionālo procesu likumu un ārvalsts regulējumos, kā arī starptautisku organizāciju vadlīnijās un ieteikumos saistībā ar lietu savlaicīgu izskatīšanu. Darba rezultātā autore sniedz redzējumu kā efektivizēt administratīvo procesu. Ņemot vērā darba ierobežoto apjomu darbā netiek apskatīts pagaidu aizsardzības regulējums un piemērošanas prakse, jo autores ieskatā, arī procesuālās ekonomijas kontekstā tas ir atsevišķa pētījuma vērts. dc.description.abstract | The aim of the bachelor thesis is to reveal the manifestations of procedural economy in the Law on Administrative Procedure and in the case law regarding administrative proceedings in the court of first instance, as well as to identify the causes that negative affect the length of the proceedings and to provide solutions to eliminate them. In order to achieve the objective, the work analyses the impact of the regulation of the Law on Administrative Procedure, its amendments, case law, in particular the way the judge applies procedural law, on the length and efficiency of the proceedings, thus revealing issues of a procedural nature. Solutions are sought by comparing examples of practice, identifying the most successful procedural solutions, other national procedural laws and foreign regulations, as well as guidelines and recommendations of international organisations in relation to the timely handling of cases. As a result, the author provides a vision on how to streamline the administrative process. Given the limited scope of the work, the regulation and practice of interim protection are not discussed in the work, as in the author's opinion, also in the context of procedural economy, it is a separate topic worth researching.
