Likumdevēja darbs ārkārtas apstākļos

Abstract

Maģistra darbā analizēti konstitucionālo tiesību jautājumi, apskatot problemātiku, ar ko likumdevējs saskārās laikā, kad Latvijā pastāvēja ārkārtas apstākļi, kas lika pārorganizēt ierasto darba kārtību. Ārkārtas apstākļi ir ietekmējuši visas valsts funkcionēšanu, tai skaitā konstitucionālo orgānu darbu. Maģistra darbā atspoguļota attālinātā darba norise konstitucionālajos orgānos un citu valstu parlamentos, analizējot to, kā citas institūcijas pielāgojušas savu galveno funkciju izpildi un nodrošināšanu ārkārtas apstākļiem. Darbā veiktie secinājumi attiecas uz likumdevēja darbu ārkārtas apstākļos, attālināto darbu un tiesisko apstākļu interpretāciju, kā arī nepieciešamo pasākumu un normatīvā regulējuma ieviešanu.

The Master’s Thesis analyses matters related to constitutional rights in the context of issues encountered by the legislature of Latvia during an emergency situation that forced to reorganise the existing working procedure. The emergency situation has influenced the functioning of the whole state, including the work of the constitutional bodies. The Master’s Thesis describes remote working processes in the constitutional bodies and in the parliaments of other countries, analysing the ways in which other institutions have adapted the performance and fulfilling of their main functions to the emergency situation. The conclusions of the Thesis are applicable to the work of the legislature in an emergency situation, remote work, the interpretation of legal circumstances, and the implementation of necessary measures and regulatory framework.
