Nelegālā nodarbinātība un to ietekmējošie faktori Latvijā

Abstract

Izvēlētās tēmas aktualitāte ir saistīta ar to, ka nelegālā nodarbinātība ar “aplokšņu algu” izmaksu ir ēnu ekonomikas ļoti būtisks elements, kas negatīvi ietekmē Latvijas tautsaimniecību kopumā un bremzē tās attīstību. Minētās parādības īpatsvara samazināšana un maksimāla izskaušana ir ļoti svarīgs mērķis, lai panāktu godīgu konkurenci un stabilu un prognozējamu uzņēmējdarbības vidi, tādējādi attīstot ekonomiku kopumā un palielinot kopējo sabiedrības labklājību kā valsts ekonomikas attīstības svarīgu mērķi. Darba mērķis ir izanalizēt un izpētīt ēnu ekonomikas apjomu un dinamiku Latvijā, salīdzināt to ar Baltijas un citām Eiropas valstīm, izpētīt nelegālās nodarbinātības, “aplokšņu algu” un ēnu ekonomikas ietekmējošos faktorus, kā arī rast priekšlikumus efektīvākai ēnu ekonomikas mazināšanai. Bakalaura darbs sastāv no teorētiskās un praktiskās daļas, kuras tēma ir “Nelegālā nodarbinātība ar “aplokšņu algu” izmaksām kā ēnu ekonomikas būtiskākais elements un to ietekmējošie faktori Latvija”. Teorētiskajā daļā ir sniegts ieskats, kas ir ēnu ekonomikas sastāvdaļas, aprakstīts kā rodas aplokšņu algas, kas ir nelegālā nodarbinātība. Praktiskajā daļā ir izveidota shēma Ēnu ekonomika uzņēmējdarbībā”, tāpat tiek analizēts pētījums par ēnu ekonomikas īpatsvaru 36 OECD valstīs 2003.-2021.gadā (Dr. HC Mult F.Šneiders; 2021.gada 17.augusts), un veidoti, apkopoti un analizēti aptaujas dati.

The focus of the selected topic relates to the fact that illegal employment with the payment of “envelope wages” is a important element of the shadow economy, which has a very negative impact on the Latvian economy as a whole and slows down its development. Reducing and maximizing the share of this phenomenon is a very important objective for achieving fair competition and a stable and predictable business environment, thereby developing the economy as a whole and increasing the overall public welfare as an important objective of national economic development. The work aims to analyze and explore the extent and dynamics of the shadow economy in Latvia, compare it with the Baltic states and other European countries, explore the factors affecting illegal employment, “envelope wages” and the shadow economy, and find proposals for more effective reduction of the shadow economy. The work of the bachelor consists of a theoretical and practical part, the subject of which is “Illegal employment with payment of “envelope wages” as the most important element of the shadow economy and the factors affecting it.” The theoretical part gives an insight into what are components of the shadow economy, described as the rise of envelope wages, which are illegal employment. In the practical part, a “Shadow Economy in Business” scheme is established and a study on the share of the shadow economy in 36 OECD countries from 2003-2021 (Dr. HC Mult F. Schneider, 17 August 2021) is analyzed, and survey data are constructed, compiled and analyzed.
