Retranslējamo programmu izplatīšanas ierobežošanas procedūra Eiropas Savienībā

Abstract

Autore maģistra darbā “Retranslējamo programmu izplatīšanas ierobežošana Eiropas Savienībā” pievērš uzmanību aktualitātēm un problēmjautājumiem, kas saistīti ar programmas izplatīšanas ierobežošanu Eiropas Savienībā, to izpratni un piemērošanu praksē. Darbs sastāv no ievada, 3 nodaļām ar apakšnodaļām un kopsavilkuma. Darba pirmajā nodaļā analizētas programmas izplatīšanas iespējas, kuras paredzētas Audiovizuālo mediju pakalpojuma direktīvā. Darba otrajā nodaļā autore analizē vārda brīvības ierobežošanas samērīgumu un nepieciešamību. Darba trešajā nodaļā tika analizēti programmu ierobežošanas pamati un to korelācija ar Krievijas Federācijas 2022.gada iebrukumu Ukrainā. Pētījuma rezultātā autore ir izvirzījusi vairākus secinājumus, tajā skaitā nepieciešamos grozījumus Audiovizuālo mediju pakalpojuma direktīvā.

The author of the master's thesis “Restriction of the distribution of retransmitted programmes in the European Union” draws attention to current events and issues related to the restriction of the distribution of the programmes in the European Union, the issues of understanding and application in practice. The work consists of an introduction, 3 chapters with subsections and a summary. The first chapter analyses the restriction of the distribution of the programmes provided in the Audiovisual Media Services Directive. In the second chapter, the author analyses the proportionality and necessity of the restriction of freedom of expression. In the third chapter author analyses the grounds for the restriction and their correlation with the Russian invasion of Ukraine in 2022. As a result of the thesis, the author has drawn several conclusions, including the necessary amendments to the Audiovisual Media Services Directive.
