Valsts Heraldikas komisijas kompetence un funkcijas

Abstract

Valsts Heraldikas komisija ir Valsts prezidenta izveidota institūcija, kuras kompetencē ietilpst ar heraldiku – Latvijas valsts ģerboni, Latvijas teritoriālo vienību ģerboņiem, privātpersonu ģerboņiem saistītu jautājumu, kā arī ar Latvijas karogu un valsts apbalvojumiem saistītu jautājumu risināšana. Maģistra darba mērķis ir izpētīt Valsts Heraldikas komisijas kompetenci un funkcijas, to saturu un īpatnības, kā arī funkciju īstenošanu praksē. Lai sasniegtu izvirzīto mērķi, maģistra darbā tika analizēta heraldikas normatīvā regulējuma nepieciešamība un tā vēsturiskā attīstība, kā arī veikts salīdzinājums ar citu valstu normatīvajiem regulējumiem. Tika analizēti Valsts Heraldikas komisijas izveides un attīstības aspekti, un nepieciešamība, kā arī tās statuss Latvijas valsts iekārtā. Tika izpētītas un analizētas Valsts Heraldikas komisijas funkcijas un kompetence saskaņā ar Latvijas normatīvajos aktos noteikto.

The State Heraldry Commission is an institution established by the President of Latvia, which is competent in heraldry – the coat of arms of Latvia, the territorial coat of arms of Latvia, the coat of arms of private persons, as well as the Latvian flag and state awards are within the scope of the Commissions’ work. The aim of the master’s thesis is to study the competence and functions of the State Heraldry Commission, their content and peculiarities, as well as the implementation of these functions in practice. In order to achieve the goal, the need for regulatory regulation of heraldry and its historical development was analysed, as well as a comparison was made with the regulatory regulations of other countries. Aspects of the creation and development of the State Heraldry Commission were analysed, as well as the necessity and its status in the Latvian state system. The functions and competence of the State Heraldry Commission were researched and analysed in accordance with the regulations of Latvia.
