Valsts autoceļu projektu izmaksu un ieguvumu novērtējums.

Abstract

Maģistra darba “Valsts autoceļu projektu izmaksu un ieguvumu novērtējums” izstrādes mērķis ir, pamatojoties uz teorētiskām atziņām par izmaksu un ieguvumu analīzes metožu izmantošanu transporta infrastruktūras ietekmes novērtēšanā, kā arī ekspertu aptaujas rezultātiem, analizēt kvantificējamo autoceļu projektu sociālekonomisko ieguvumu noteikšanas naudas izteiksmē iespējas, piedāvājot jaunus, Latvijas apstākļiem piemērotus, ieguvumu rādītājus, kā arī sniegt priekšlikumus Latvijā lietotās sociālekonomisko ieguvumu aprēķināšanas metodikas pilnveidošanai. Darbs pirmajā nodaļā salīdzinātas sociālo izmaksu un ieguvumu analīzes izstrādes metodes, kā arī analizēts teorētiskais ietvars autoceļu projektu sociālekonomiskajiem ieguvumiem, to vērtēšanas principiem. Otrajā nodaļā padziļināti analizēts izmaksu un ieguvumu analīzes metožu lietojums Latvijā un citās Eiropas Savienības valstīs, tiek aplūkota transporta politika un transporta attīstības tendences. Trešajā nodaļā apkopoti autora empīrisko novērtējumu rezultāti.

The aim of the Master's thesis "Cost-Benefit Assessment of National Road Projects" is to analyze the possibilities of quantifying the socioeconomic benefits of road projects in monetary terms, based on theoretical knowledge of cost-benefit analysis methods in assessing the impact of transportation infrastructure, as well as the results of expert surveys. The thesis also aims to propose new indicators for measuring benefits that are suitable for the Latvian context and provide suggestions for improving the existing methodology used for calculating socioeconomic benefits in Latvia. The first chapter compares different methods for developing social cost-benefit analysis and examines the theoretical framework for evaluating the socioeconomic benefits of road projects and their assessment principles. The second chapter provides a detailed analysis of the application of cost-benefit analysis methods in Latvia and other European Union countries, and discusses transportation policies and development trends. The third chapter presents a summary of the author's empirical evaluation results.
