Ģeopolitiskie izaicinājumi Baltijas valstu reģionā spēka draudu un drošības kontekstā

Abstract

Šī darba tēma ir Ģeopolitiskie izaicinājumi Baltijas valstu reģionā spēka draudu un drošības kontekstā. Autora mērķis šī darba izstrādes procesā ir identificēt, vai Baltkrievijas Republika un Krievijas Federācija rada spēka draudus Baltijas valstu drošībai, un kādas pazīmes liecina par spēka draudu esamību vai neesamību, kā arī, kādi ir šo spēka draudu ietekmējošie faktori. Autors izvirzīja izpētes jautājumu - kādas spēka draudu pazīmes ir identificējamas pret Baltijas valstīm no Baltkrievijas un Krievijas? Darba teorētiskajā rāmī autors iekļāva informāciju par ģeopolitiku, kā arī spēka draudiem, to pazīmēm, kas pierāda to esamību. Autors operacionalizēja “spēka draudu” konceptu un izvirzīja pazīmes, ko izmantoja, lai identificētu spēka draudus no abām aplūkotajām valstīm. Metodoloģiskajā sadaļā autors pamato, kāpēc spēka draudi un to ietekmējošie faktori tiek identificēti attiecībā no kaimiņvalstīm – Baltkrievijas un Krievijas. Kā arī tiek uzskaitīti avotu veidi, kas tiks izmantoti, lai varētu identificēt spēka draudus no šīm valstīm. Šajā sadaļā autors paskaidro, ka darba izstrādes procesā veiks kontentanalīzi, izmantojot kvalitatīvās pētījumu metodes. Tāpat akcentē sekundāro avotu izmantošanu, kas atbilst darba specifikai. Darba rezultātā autors secina, ka visas izvirzītās 8 spēka draudu pazīmes izpildījās Krievijas gadījumā, taču divas no tām (militārie izdevumi; ārpolitikas ideoloģiskā orientācija) pilnībā neizpildījās Baltkrievijas gadījumā. Pamatojoties uz šiem secinājumiem, abas šīs valstis rada vērā ņemamus spēka draudus Baltijas valstu drošībai.

The topic of this paper is Geopolitical challenges in the Baltic States region in the context of power threats and security. The author's goal in the process of developing this work is to identify whether the Republic of Belarus and the Russian Federation pose power threats to the security of the Baltic States, and what signs indicate the presence or absence of power threats. The author raised a research question - what signs of power threats can be identified against the Baltic states from Belarus and Russia? In the theoretical framework of the work, the author included information about geopolitics, as well as power threats, their types, which prove their existence and the potential possibility of being identified. The author operationalized the concept of "threat of power" and put forward the characteristics used to identify the threat of power from the two countries under consideration. In the methodological section, the author justifies why the threat of power and the factors affecting it are identified in relation to neighbouring countries - Belarus and Russia. It also lists the types of sources that will be used to identify threats of power from these countries. In this section, the author explains that in the process of developing the work, content analysis will be conducted using qualitative research methods. It also emphasizes the use of secondary sources that correspond to the specifics of the work. As a result of the work, the author concludes that all the proposed 8 power threat signs were fulfilled in the case of Russia, but two of them (military expenditures; ideological orientation of foreign policy) were not fully fulfilled in the case of Belarus. Based on these conclusions, both countries pose a significant power threat to the security of the Baltic States.
