Maģistra darba “Kultūras diplomātija kā publiskās diplomātijas instruments: Baltijas valstu salīdzinošā analīze (1990-2022)” mērķis ir pētīt un salīdzināt kultūras diplomātijas prakšu attīstību Baltijas valstīs laikā no to neatkarības atjaunošanas līdz pat mūsdienām, savstarpēji salīdzinot īstenotās prakses, lai secinātu, kādas atšķirības vai kopīgās iezīmes ir novērojamas. Teorētisko pamatu veido akadēmiskās diskusijas par publiskās diplomātijas savstarpējām attiecībām ar kultūras diplomātiju un maigo varu, jo maģistra darba ietvaros kultūras diplomātija tiek skatīta kā publiskās diplomātijas instruments un maigās varas neatņemama sastāvdaļa. Empīrisko daļu veido dokumentu analīze, kvalitatīvā kontentanalīze un intervijas ar nozares ekspertiem. Darbā secināts, ka vislielākā aktivitāte kultūras diplomātijas jomā Baltijas valstīs bijusi pēc iestāšanās ES un NATO, ko iespējams pamatot gan ar kultūras projektu finansiālā atbalsta, gan kultūras izplatīšanas formātu pieaugumu, un ka sadarbība starp Baltijas valstīm kultūras diplomātijas jomā pēc iestāšanās ES un NATO ir pieaugusi, it īpaši pēdējo gadu laikā, kad tika atzīmētas valstu simtgades, kuru laikā sadarbība guva jaunu perspektīvu, Baltijas valstīm arvien biežāk reprezentējot valstis kā kopīgu reģionu. The aim of the master’s thesis on “Cultural diplomacy as an instrument of public diplomacy: a comparative analysis of the Baltic States (1990-2022)” is to analyse and compare the development of cultural diplomacy practices in the three Baltic States during the period from the restoration of their independence to the present by comparing implemented practices in order to conclude whether there are observable differences and/or commonalities. The theoretical framework is based on academic discussions on the relations of public diplomacy to cultural diplomacy and soft power. Cultural diplomacy is here understood as a tool of public diplomacy and an integral part of soft power. The empirical part consists of document analysis, qualitative content analysis and interviews with experts from the field. The thesis concludes that the greatest activity in the field of cultural diplomacy in the Baltic States was after joining the EU and NATO, which can be justified by both the increase in financial support for cultural projects and the ever-increasing formats of cultural distribution, and that the cooperation between the Baltic States in the field of cultural diplomacy increased after joining the EU and NATO. This was especially the case during the last decades and through the three celebrations of the centenaries of the Baltic countries, during which cooperation has gained a new perspective, with the three states increasingly representing themselves as a common region.
