Publiskā ārtelpa kā “dzīvināšanas” instruments: Rīgas vēsturiskā centra piemērs

Abstract

Maģistra darba “Publiskā ārtelpa kā “dzīvināšanas” instruments: Rīgas vēsturiskā centra piemērs” mērķis ir izstrādāt priekšlikumus rīcībām, kas, izmantojot publiskās ārtelpas pieeju, veicinātu Rīgas vēsturiskā centra “dzīvināšanu”. Darba ietvaros vērtētas vietu “dzīvināšanas” pieejas un pasaules pieredze, izmantojot publiskās ārtelpas risinājumus pilsētvides uzlabošanā, kā arī apzināta publiskās ārtelpas loma cilvēku dzīves kvalitātes paaugstināšanā. Izvērtēta Rīgas vēsturiskā centra publiskās ārtelpas telpiskā un plānošanas situācija un, izmantojot teritorijas lietotāju aptauju, padziļinātas intervijas un diskusiju, noskaidrotas Rīgas vēsturiskā centra lietotāju publiskās ārtelpas vajadzības un prioritātes, kas saistītas ar transporta sistēmas sakārtošanu, pieejamu mājokli, daudzveidīgu funkciju piedāvājumu un drošu un zaļu vidi. Darba rezultātā izstrādāti ieteikumi rīcībām valsts un Rīgas valstspilsētas pašvaldības iestādēm Rīgas vēsturiskā centra “dzīvināšanai”, izmantojot publiskās ārtelpas pieeju.

The goal of the Master's Thesis “Public outdoor space as a tool for revitalization: the case of the historic centre of Riga” is to develop proposals for actions that, using the approach of public outdoor space, would promote the revitalization of the historic centre of Riga. As part of the work, approaches to “enlivening” places and world experience using public outdoor space solutions in improving the urban environment are evaluated, as well as the role of public outdoor space in improving people's quality of life is recognized. By evaluating the spatial and planning situation of the public outdoor space of the historic centre of Riga and using a survey of the users of the territory, in-depth interviews and discussion, the needs and priorities of the public outdoor space of the users of the historic centre of Riga, related to the arrangement of the transport system, affordable housing, a diverse range of functions and a safe and green environment, have been clarified. Within the framework of the work, recommendations for the actions of the state and municipal authorities of the city of Riga for the revitalization of the historic centre of Riga, using the public outdoor space approach, have been developed.
