Krievijas Federācijas "maigās varas" īstenošana: federālās aģentūras "Rossotrudņičestvo" darbības piemērs

Abstract

Maģistra darba “Krievijas Federācijas “maigās varas” īstenošana: federālās aģentūras “Rossotrudņičestvo” darbības piemērs” mērķis ir izpētīt Krievijas Federācijas federālās izpildinstitūcijas “Rossotrudņičestvo” ārpolitiskās darbības raksturu. Darba ietvaros tiek pētīta Džozefa Naija maigās varas teorija, maigās varas izpratnes atspoguļojums Krievijas Federācijas ārpolitikas koncepcijās un ārpolitikas veidotāju runās, kā arī veikta Krievijas Federācijas federālās izpildinstitūcijas “Rossotrudņičestvo” gadījuma izpēte par darbības laika posmu no 2008. līdz 2022. gadam. Darbā tiek pētīts, kāda ir federālās aģentūras darbības motivācija, stratēģija un ietekme maigās varas kontekstā. Darbā izmantotā pētījumu metode ir kvalitatīva literatūras un dokumentu analīze, aplūkojot gan akadēmisko literatūru, gan analizējot Krievijas oficiālos normatīvos aktus, konceptuālos un stratēģiskos dokumentus, politikas veidotāju runas un ārpolitikas pētnieku darbus. Darba rezultātā secināts, ka Krievijas Federācijas federālās izpildinstitūcijas “Rossotrudņičestvo” praktiskā darbība laika posmā no 2008. gada līdz 2022. gadam neatbilst Džozefa Naija kultūras, politisko vērtību un ārpolitikas pievilcīguma izmantošanas ārpolitikā pamatprincipiem tās īstenošanas destruktīvā rakstura dēļ. Ar destruktīvu raksturu tiek saprasta propagandas un maldināšanas elementu izmantošana publiskajā diplomātijā. Kopumā šis maģistra darbs sniedz visaptverošu analīzi par maigās varas lomu Krievijas ārpolitikā.

The purpose of the master’s thesis “Realization of the “soft power” of the Russian Federation: an example of the operation of the federal agency “Rossotrudnichestvo”” is to study the nature of the foreign policy activity of the federal executive body “Rossotrudnichestvo” of the Russian Federation. In the framework of the work, Joseph Nye’s theory of soft power is studied, the reflection of the understanding of soft power in the foreign policy concepts of the Russian Federation and the speeches of foreign policy makers, as well as a case study of the federal executive body of the Russian Federation - “Rossotrudnichestvo” for the period of operation from 2008 to 2022. The paper examines the motivation, strategy and impact of federal agency action in the context of soft power. The research method used in the work is a qualitative analysis of literature and documents, looking at both academic literature and analyzing Russian official regulatory acts, conceptual and strategic documents, speeches of policy makers and works of foreign policy researchers. As a result of the work, it was concluded that the practical activity of the federal executive body of the Russian Federation - “Rossotrudnichestvo” in the period from 2008 to 2022 does not comply with the basic principles of Joseph Nye’s culture, political values and the attractiveness of foreign policy in foreign policy due to the destructive nature of its implementation. Destructive means the use of elements of propaganda and deception in public diplomacy. Overall, this master’s thesis provides a comprehensive analysis of the role of soft power in Russian foreign policy.
