Lauku attīstība, pārkāpumi un Oko Mama: Botofas ciema kopienas etnogrāfiskais pētījums, Ziemeļu Centrāltimora

Maģistra darbs veltīts tam, kā Ziemeļcentrālās Timoras Insanas rajona Botof ciema iedzīvotāji piedzīvo, uztver un domā par lauku attīstību, kā arī to, kā Botof kopiena rīkojas un risina problēmas, īstenojot lauku attīstības programmas. Lai atbildētu uz uzstādītajiem pētnieciskajiem jautājumiem, darbā izmantota etnopētnieciska pieeja un līdzdalīgās novērošanas metode. Pētījuma rezultāti liecina, ka, runājot par daudzpusīgām nelikumībām formas lauku attīstības programmās, Botofi iedzīvotāji ar to dekonstruē lauku attīstības pamatjautājumus un cenšas izprast programmas darbību. Turklāt zināšanas par problēmām Botofas ciema attīstībā rada kopienas pretestību, reakciju uz šiem pārkāpumiem, un tādējādi kļūstot par stimulu Botofas kopienai iesaistei problēmu risinājumā. Pārkāpumu apjēgums ir mēģinājums izprast, kā arī apšaubīt lauku attīstības politiku un to pienesumu lauku kopienām. This anthropological research project investigates how the villagers in Botof Village, Insana Subdistrict, North Central Timor perceive and rethink rural development through the experience of knowing forms of irregularity, as well as how the Botof community acts and resolves the problem of irregularities in the implementation of the rural development program with the village fund scheme. To answer these research questions, a participant observation method with ethno-investigative techniques is applied. The results of this ethnographic study indicate that by delineating the multi-aspect forms of irregularities in rural development programs, the Botof people can comprehend the fundamental issues in rural development and how the program works, even to the point of deconstructing it. In addition, the implication of knowledge of irregular practices in Botof Village rural development created the Botof community resistance in response to these irregularities, and this became the momentum for the Botof community to consider the solution of the problems they faced. The inquiry for forms of irregularity is an attempt to dissect, as well as to question rural development, providing benefits to rural communities or vice versa.
