Maģistra darba tēma ir “Progresīvā ienākuma nodokļa sistēmas ietekmes novērtējums uz dzīves kvalitātes rādītāju dinamiku Ziemeļeiropā”. Darba autors ir Rinalds Aišpurs un vadītāja Dr. habil. oec., Prof. Inna Šteinbuka. Maģistra darba mērķis ir Izpētīt dažādu progresīvā ienākuma nodokļa sistēmu ietekmi uz dzīves kvalitātes dinamiku Ziemeļeiropā, lai ieteiktu optimālu progresīvā ienākuma nodokļa modeli Latvijas gadījumā. Pētījuma hipotēze ir: Latvijas progresīvā ienākuma nodokļu sistēmu ir iespējams attīstīt, izmantojot Ziemeļeiropas valstu labās prakses piemērus, panākot dzīves kvalitātes uzlabošanos ilgtermiņā. Darba gaitā hipotēze tika pierādīta. Darba rezultātā tika noformulēti secinājumi par iedzīvotāju ienākumu nodokļu sistēmu atšķirībām dažādās Ziemeļeiropas un Baltijas valstīs, kā arī par nodokļu sistēmas mijiedarbību ar labklājības rādītājiem. Darba rezultātā izstrādāti 8 priekšlikumi, tostarp par nepieciešamību periodiski pārskatīt nodokļu sistēmu, palielināt darba spēka nodokļa progresivitāti, kā arī vispārēji palielināt nodokļu īpatsvaru iekšzemes kopproduktā, tādējādi piesaistot lielākus budžeta līdzekļus ar mērķi uzlabot dzīves kvalitāti. Darbs sastāv no teorētiskās un praktiskās daļas, secinājumiem un ieteikumiem. Pielikumos ir atrodami autora veidoti datu apkopojumi, kuri izmantot analītiskajā procesā. The topic of the master's thesis is "Assessment of the impact of the progressive income tax system on the dynamics of quality-of-life indicators in Northern Europe". The author of the paper is Rinalds Aišpurs and the academic supervisor is Dr. habil. oec., Prof. Inna Šteinbuka. The aim of the master's thesis is to study the influence of different progressive income tax systems on the dynamics of quality-of-life in Northern Europe, in order to recommend the optimal progressive income tax model for the implementation in Latvia. The hypothesis of the research is: Implementing in the medium or long term an advanced progressive income tax system in Latvia, following good practices of the Northern European countries will improve quality-of-life of the Latvian people. During the work, the hypothesis was proved. As a result of the research, conclusions were formulated about the differences in personal income tax systems in various Northern European and Baltic countries, as well as regarding the interaction of the tax system with welfare indicators. As a result of the research, 8 proposals were developed, including the need to periodically review the tax system, increase the progressivity of the labour force tax, as well as generally increase the share of taxes in the gross domestic product, thus, attracting more budgetary resources with the aim of improving the quality of life. 3 The research consists of theoretical and practical parts, conclusions, and recommendations. In the appendices, data summaries created by the author and used in the analytical process can be found.
