Mūsdienās joprojām ir jāsaskaras ar zemes reformas un teritoriju attīstības plānošanas procesā izveidojušām jaunām apbūves teritorijām ar piekļuves nodrošinājuma un transporta infrastruktūras apsaimniekošanas problēmām. Balstoties uz Zemes pārvaldības likuma 8.1 pantu pašvaldības īsteno publiskās infrastruktūras nodrošinājumu atbilstoši tiesiskā regulējuma izpratnei, tādejādi novēršot turpmāk savstarpējos strīdus par piebraucamo ceļu uzturēšanu un apsaimniekošanu. Pārsvarā jaunie ciemati Pierīgā veidojušies vietās bez infrastruktūras, bet izbūvējot ielas, tās kļuva par privātīpašumu, jo likums nenoteica projekta īstenotājam kārtību kā tās nodot pašvaldībai. Koplietošanas ceļu un pašvaldības nozīmes ceļu noteikšana ir veids, kā risināt vēsturiskās problēmas publiskas transporta infrastruktūras nodrošinājumam, tomēr privāttiesisko personu tiesību ierobežošana ir jāīsteno samērīgi un taisnīgi. Valsts primārais uzdevums ir ne tikai nodrošināt problēmas risināšanas mehānismu, bet arī rast veidus, kā šo problēmu risināt iespējami ātri, bet ievērojot ceļu uzturēšanai nepieciešamās zemes izmantošanas un atsavināšanas principus. Today, we still have to deal with new construction areas created in the process of land reform and territory development planning with the problems of access provision and transport infrastructure management. Based on Article 8.1 of the Law on Land Management, local governments implement the provision of public infrastructure in accordance with the understanding of the legal framework, thus preventing mutual disputes regarding the maintenance and management of access roads. Most of the new villages in Pierīga were formed in places without infrastructure, but when the streets were built, they became private property, because the law did not specify the procedure for the project implementer to transfer them to the municipality. Determining public roads and roads of municipal significance is a way to solve the historical problems of providing public transport infrastructure, however, the restriction of the rights of private legal entities must be implemented proportionately and fairly. The primary task of the state is not only to provide a mechanism for solving the problem, but also to find ways to solve this problem as quickly as possible, while observing the principles of land use and expropriation necessary for road maintenance.
