Abstract

Satversmes tiesa ir būtisks elements valsts varas atzaru līdzsvarošanas mehānismā. Taču pēdējos gados novērojami atsevišķi gadījumi, kad ar Satversmes tiesas spriedumu izpildi nav sekmējies. Šajā darbā tiek vērtēta Satversmes tiesas nozīme demokrātiskā valstī un Satversmes tiesas sprieduma juridiskais spēks. Darbā tiek pētīta Satversmes tiesas spriedumu izpildes problemātika un identificēti iespējamie spriedumu izpildi veicinoši mehānismi. Visbeidzot tiek sniegti konkrēti priekšlikumi Satversmes tiesas spriedumu izpildes sekmēšanai.

The Constitutional Court is an essential element in the mechanism of balancing the branches of state power. However, in recent years, there have been some cases where the judgements of the Constitutional Court have not been fully implemented. This thesis studies the role of the Constitutional Court in a democratic state and inspects the legal force of the Constitutional Court judgment. The thesis examines the issues of implementing the judgments of the Constitutional Court and identifies the possible mechanisms to facilitate such implementation. Finally, specific proposals are made to facilitate the implementation of the Constitutional Court judgments.
