Vajadzībās balstīts sociālais darbs ar ģimenēm, kurās ir bērni ar īpašām vajadzībām

Abstract

Bakalaura darba temats ir - Vajadzībās balstīts sociālais darbs ar ģimenēm, kurās ir bērni ar īpašām vajadzībām. Šī darba mērķis ir teorētiski analizēt īpašo vajadzību jēdzienu un tā izmantošanu sociālajā darbā ģimenēm un bērniem, kā arī praktiski noskaidrot, ar kādām problēmām saskaras ģimenes, kurās ir bērni ar īpašām vajadzībām, kādas vajadzības pēc pakalpojumiem un atbalsta no tām izriet un modelēt sociālā darba ģimenēm ar bērniem šīs mērķa grupas ģimenēm specifisku saturu. Pirmajā darba daļā tiek skaidrota īpašo vajadzību vispārīgā nozīme. Otrajā nodaļā tiek aprakstīts bērns ar īpašām vajadzībām ģimenes sistēmā un skaidrotas gan problēmas, gan vajadzības. Tiek aprakstīts valsts un pašvaldības atbalsts un skaidroti esošie, trūkstošie pakalpojumi, kā arī tiek izskatītas atbalsta iespējas un pakalpojumi vecākiem, kuri audzina bērnus ar īpašām vajadzībām. Bakalaura darba trešajā nodaļā teorētiski tiek skaidrots un aprakstīts sociālā darbinieka darbs ar ģimenēm, kurās ir bērns ar īpašām vajadzībām, tiek izskatīta un aprakstīta ekoloģiskā sistēmu teorija darbā ar ģimenēm un bērniem, un agrīnās intervences svarīgums. Pētījuma nolūkā noskaidrot vajadzības pēc sociālā darbinieka atbalsta un pakalpojumiem, veiktas astoņas padziļinātas, daļēji strukturētas intervijas ar ģimenēm, kurās aug bērni ar īpašām vajadzībām un piecas padziļinātās, daļēji strukturētās intervijas ar ekspertiem. Secināts, ka asistenta pakalpojums ir viens no galvenajiem atbalsta pasākumiem, lai personas ar invaliditāti patstāvīgi un vienlīdzīgi ar pārējiem sabiedrības locekļiem varētu īstenot savas tiesības, no ekspertu puses tiek izteikts aicinājums valstiskā līmenī sakārtot jautājumu par asistentu atalgojumu un sociālajām garantijām asistentiem. Intervijā ar vecākiem/likumiskajiem pārstāvjiem noskaidrots - šos speciālistu trūkuma dēļ vecākiem ir jāpamet algots darbs un pašiem jāpiesakās par sava bērna asistentu. Eksperti ir izteikuši vajadzību pēc DI projekta turpināšanas, vai tamlīdzīga projekta realizēšanas, jo bērniem un vecākiem bija iespēja saņemt nepieciešamos pakalpojumus bez maksas. The bachelor thesis is focused on the clients’ needs - based social work with families with children with special needs. The purpose of this work is, first, theoretically analyse the concept of special needs and its use in social work with families and children, second, inquire via empirical study what problems families with children having special needs face, and what needs for services and support arise from them, and, third, model the specific content for social work with the families of this target group. The first part of the bachelor thesis explains the general meaning of special needs. The second chapter describes the child with special needs in the family system and examines both the problems and the needs. Available State and local government support is described, and existing and missing services are examined, as well as support options and services for parents, who raise children with special needs, are described there. The third chapter of the bachelor's thesis theoretically explains and describes the social worker's practice with families with a child with special needs, examines and describes the ecological systems theory in working with families and children, and the importance of early intervention. For the purpose of the research, eight in - depth semi - structured interviews with families with children with special needs and five in-depth semi-structured interviews with experts were conducted to find out the needs for social worker’s support and services. It was concluded that the assistant service is one of the support measures so that persons with disabilities can realise their rights independently and equally with other members of society. On the part of the experts, an appeal is made to settle the issue of assistants’ salary and social guarantees for assistants at the national level. In the interview with the parents/legal representatives, it was clarified due to the lack of these specialists, parents have to leave their paid work and apply themselves to be their child’s assistant. Experts have expressed the need for the continuation of the DI project, or the implementation of a similar project, because children and parents had the opportunity to receive the necessary services for free.
