Sociālā darba prakse ar ilgstošiem bezdarbniekiem Kuldīgas novadā

Abstract

Bakalaura darba “Sociālā darba prakse ar ilgstošiem bezdarbniekiem Kuldīgas novadā” aktualitāti apliecina fakti: valstī kopā ir 10 267 ilgstošo bezdarbnieku, savukārt Kuldīgas novadā ir 119 ilgstošais bezdarbnieks. Bakalaura darba mērķis ir rast efektīvus risinājumus sociālā darba teorijas un prakses ietvaros ilgstošu bezdarbnieku dzīves kvalitātes uzlabošanai: izpētīt sociālā darba teorijas un praksi darbā ar bezdarbniekiem, uz risinājumu vērstās īslaicīgās pieejas praksi, analizēt mērķa grupas situāciju Latvijā un modelēt efektīvas prakses nosacījumus sociālā darbā ar ilgstošiem bezdarbniekiem Darbs sastāv no anotācijas latviešu un angļu valodā, ievada, 5 galvenajām daļām. Darba pirmajā daļā autores raksturo ilgstošo bezdarbu, bezdarbnieku mērķa grupas un apraksta statistikas datus. Darba otrajā daļā autore analizēja teorētisko literatūru par sociālo darbu ar ilgstošajiem bezdarbniekiem un pētīja, kādi ir pieejamie sociālie pakalpojumi Latvijā un ārvalstīs. Darba trešajā daļā tika analizēta uz risinājumu vērstās īslaicīgās pieejas metode darbā ar ilgstošajiem bezdarbniekiem – multiproblēmu klientiem. Ceturtajā daļā autore ir izstrādājusi empīriska pētījuma dizainu un izpētes instrumentus, un datu analīzes gaitā secinājusi, ka ilgstošo bezdarbnieku sociālie portreti atšķiras, bet pamatā ir cilvēka motivācijas darbam trūkums un daudzi sociālie faktori, kas to ietekmē. Lai risinātu šo problēmu, svarīgi ir saprast, kas ir radījis bezdarba situāciju katrā konkrētā gadījumā. Nepieciešami uzlabojumi atbalsta sistēmā gan no sociālā dienesta puses, gan Nodarbinātības valsts aģentūras puses. Svarīgi ir, lai atbalsta sistēma motivētu stāties darba attiecībās. Tāpēc svarīgi efektīvi risinājumi sociālajā darbā ar ilgstošajiem bezdarbniekiem, kā arī strādāt sadarbībā komandā: klients - sociālais dienests – NVA – darba devējs. Darba piektajā daļā autore modelēja efektīvas sociālā darba prakses ar ilgstošajiem bezdarbniekiem nosacījumus. Kā arī noslēgumā tika izdarīti secinājumi. The topicality of the Bachelor Paper “Social work practices with long-term unemployed people in the municipality of Kuldiga” is confirmed by the facts: there are in total 10,267 long-term unemployed persons in the country, whereas in Kuldīga municipality there are 119 long-term unemployed persons. The objective of the Bachelor Paper is to seek efficient solutions within the framework of the social work theory and practice for improving the quality of life of long-term unemployed persons: to study the social work theories and practice in working with unemployed persons, solution focused brief approach practice, analyse the situation of the target group in Latvia and model conditions for efficient practice in the social work with long-term unemployed persons. The Paper consists of the Annotation in Latvian and English, Introduction and 5 main chapters. In the first chapter of the Paper, the author characterises long-term unemployment, target groups of unemployed persons and describes statistical data. In the second chapter, the author analysed theoretical literature on social work with long-term unemployed persons and studied what social services are available in Latvia and abroad. In the third chapter, the author analysed the solution focused brief approach in working with long-term unemployed persons – multi-problem clients. In the fourth chapter, the author has developed an empirical study design and research instruments, and has concluded over the course of data analysis that the social portraits of long-term unemployed persons differ, but are based on lack of motivation for work and multiple affecting social factors. To solve this problem, it is essential to understand, what has caused the unemployment situation in each specific instance. Improvements of the support system are necessary both on the part of the social service, and the State Employment Agency ( SEA). It is important to ensure that the support system motivates entering into employment relations. Therefore, it is important to find efficient solutions for social work with long-term unemployed persons and to work in a team: client – social service – SEA – employer. In the fifth chapter of the Paper, the author modelled conditions for efficient practice for social work with long-term unemployed persons. Also conclusions were drawn at the conclusion part of the Paper. Keywords: long-term unemployed person, solution focused brief approach, social work with long-term unemployed persons, effectiveness.
